In the course of the spring campaign, individual peasant farms, cultivation groups, and producers, cooperatives liquidated a total of 112,000 hectares of wasteland, 38,000 of which were plowed and sown. There are about 20,000 hectares left which will have to be li dated in the fall. Part of this. will be plowed by new settlers. To date 240 families have settled in Olcztyn Wojewodatvo but there are still more than 500 buZldinge ready for new settlL-s. The major part of the wasteland, hoover, vrill have to be cultivated by the POR and the producers' coopsrativee. The fact that the POR are geared to grain production end that forage crop pro- duction and livestock production are neglected is a great drawback. There are still many good meadows and pastures in the wojewodztwo which are not being used. We have been very neglectful in this respect. This is responsible for the low yield of milk per cow even in the best PGR groups in the wojewodztwc. For instance, the Rompy, one of the leading groups, obtained a yield of 1,750 liters per cow in 1949 and achieved 2,000 liters in 1951, whereas there are many farms in Poland which obtain a milk yield of more than 3,000 liters per cow. Unfortu.ately, the wojewodztwo committees and the powiat committees have devoted the least time to the most important problem in agriculture. Much time has been devoted to small industrial establishments and very little time to PGR. Party work among the individual peasants is on a higher level than in the FOR. Yet the FOR, especially in Olsztyn Wojewosztwo, are supposed to constitute a nucleus of socialism and examples for the individual farms. Up to now, we have not worked hard enough to raise the level of party work in the PGR in the struggle to increase their productivity. '.Ie must assist the POR. The present POE administration is no longer the administration of 1947 - 1949. At that time we struggled with Mikolajczyk meddlers, but there has been a basic change in the FOR staffs. No doubt, there are still some undesirables but these are being removed. However, a numb-r of the committees and often even the wojewodztwo committee judge these people by the old standards. This state of affairs must be changed. The position of the staffs which are directing the work of the POE must be strengthened. In our management of the FOR in the wojewodztwo, in working with the POE staffs, and in carrying on the party organization work in the PGR, we have the responsibility of giving the proper direction to the development of the FOR. How quickly we are able to raise the level of PGR depends or this direction, on our approach to the FOR worker, on our work with him, and on our party organi- zation.
