LAMMI Chairman Edward Boland, D-Mass., of the House Intelligence Committee indicated today a bill requiring the president to obtain the consent of Congress before ordering secret military operations abroad may not have the votes needed to pass it. But Boland, at a final day of hearings on the question of congressional control of clandestine operations, suggested the panel may seek tighter restrictions on a ''contingency fund'' the CIA uses to pay for some covert activities. The chairman noted that the House and Senate intelligence committees are told of covert operations, but ''nothing they do'' can prevent such an operation f ros beginning. Both Boland and some of the witnesses at the three days of hearings have suggested Congress use its power of the purse to rein in the CIA.
