We have reviewed the four speeches you sent
us. Two are unclassified and thus releasable in
their entirety. (These are the Ocean Reef and
Commonwealth Club speeches). The other two,
however, require some deletions. The Old Crows
speech contains classified material from page 31
on. Only the first 30 pages may therefore be
released. The untitled speech, incorrectly
marked "Baltimore Council," was originally
written for DCI use with selected
Pages nine and ten are classified and cannot be
released.
The silver lining is that we are adding some
new materials for you to pass to John. We have
attached several DCI speeches that John may
plagiarize from as well as unclassified
publications on technology transfer and
terrorism. We hope that these materials prove
useful.
Please tell John that we in Public Affairs
miss him already!

SUBJECT: Future McMahon Speeches
1. I suspect that in the future there will be occasions when I am
asked to speak before public groups. As you know I do not prepare nor
speak from a text.
2. I wonder if in lieu of writing out remarks and submitting them to
the Board for clearance, I simply draw from my memory that information
which has already been made public from my previous unclassified speeches.
3. If such a proposal is satisfactory, please let me know.
