Tom Hughes, on 22 October, sent a memorandum to Rusk which concludes that,on the basis of statistics on the insurgency in SVN since July 1963, the military position of the government appears to have been set back to the point it occupied six months to a year ago. The trend coincides with the deterioration of the political situation. The State memo admits that the statistics (those pertaining to Viet Cong casualties, weapons losses, defections, armed attacks, etc. ) are not thoroughly trustworthy nor entirely satisfactory as evidence. We did not receive a copy of this memo until 29 October. DD/I is in general agreement with the thrust of the State memo. There is a general feeling of discomfort, however, We recognize the shakey nature of the evidence.
