1. Tom Hughes, on 22 October, sent a memorandum to Rusk
which concludes that,on the basis of statistics on the insurgency in
SVN since July 1963, the military position of the government appears
to have been set back to the point it occupied six months to a year ago.
The trend coincides with the deterioration of the political situation.
The State memo admits that the statistics (those pertaining to Viet
Cong casualties, weapons losses, defections, armed attacks, etc. )
are not thoroughly trustworthy nor entirely satisfactory as evidence.
We did not receive a copy of this memo until 29 October. DD/I
is in general agreement with the thrust of the State memo. There is
a general feeling of discomfort, however, We recognize the shakey
nature of the evidence. Furthermore, those who want action at any
cost in SVN are apt to point to this kind of memo as support for their
cause.

4. General Howze, CINC of US Forces in Korea, has raised
some questions about the TACKLE program and one of our Security
officers is leaving Friday, 1 November, to brief Howze on the pro-
gram. He would be glad to carry any message you may have for
Howze.
5. The latest joint CIA / DIA assessment of the status of Soviet
forces in Cuba is that there are no organized Soviet combat units there.
Total strength is estimated at 5, 000 to 7, 000, possibly %a' Cubans
are currently being trained in the use of all Soviet weapons systems
remaining in Cuba. These include MIG-21's, Komar missile patrol
boats, T-54 tanks, cruise missiles and SAMs.
