agency on the above subject before advising on its relationship to
the program of the President, in accordance with OMB Circular A-19.
A response to this request for your views is needed no later than

Dear Mr. Chairman:
I am responding to your letter of April 30 to the Secretary
concerning S. Res. 142, "To support democratic government in
Latin America".
We agree with the premise and spirit of the resolution.
Communist regimes violate the human rights of their own
citizens and aid efforts that violate human rights in other
Countries. The presence and potential growth of communism in
the Americas leads to regional instability, is a threat,to our
own security and is of grave concern to us.
The United States must take a pro-active -- not reactive --
approach to expansionist communist efforts. As we pursue our
goals in Latin America, however, we must maintain the latitude
to allocate or not allocate our aid to individuals, groups and
nations on a case-by-case basis. We think the resolution would
be more effective if it gave the Executive Branch a greater
range of possible responses by deleting the words "any" and
"any and all" from paragraph four.
