STATEMENT OF GRAY AND COMPANY PUBLIC
COMMUNICATIONS INTERNATIONAL
Washington, D.C. -- With our delivery today to the
Department of State of a policy message from Angola, we
believe we have reopened a communications window between the
United States and that government which -- unlike other
nations with which we are in conflict -- has no ambassador
here or other diplomatic relations. This completes our
activities for the Government of Angola.
Our limited role has been to aid the flow of information
and facts to assist both governments and those responsible
for the U.S. foreign policy-making process. We have been a
conduit for communications and have received assurances from
appropriate representatives of the U.S. government that our
assistance can benefit U.S. foreign policy objectives.
In meetings in Angola, representatives of our company
gave the top leadership of that government an analysis of
U.S. public, press and official determination to end Angola's
long civil war. They brought back to U.S. officials the
message of Angola's willingness to negotiate a withdrawal of

Cuban troops now in Angola with the withdrawal of South
Africa from Namibia (South West Africa) and the end of South
African armed attacks on Angola.
We are proud of our role -- unique yet proper for a firm
of professional communicators -- which elevated the art of
communications to unusual service in the field of
international diplomacy. We take satisfaction our assistance
in opening the window of communications has been helpful to
those authorized to engage in U.S. foreign policy under
direction of the President and the Congress.
Some, unaware of the purposes for which the Company
agreed to represent the Government of Angola, misinterpreted
that representation.
. Admiral Daniel Murphy, Vice Chairman of the Company and
in charge of the account, took criticism from those without
knowledge of our activities. Admiral Murphy, after 43 years
of dedicated service to his country, as Commander of the U.S.
Sixth Fleet, as Deputy Director of the Central Intelligence
Agency, as Chief of Staff to the Vice President of the United
States, worked with determination to open the communications
window. His actions only can benefit the established U.S.
foreign policy objectives of a negotiated settlement in
Angola.
