SUBJECT: Suggestions for the Meeting with USIA on Project Democracy
My understanding was that Scott Thompson wanted the NIOs to provide
specific substantive suggestions for projects that might be done by
USIA. The following are a few themes:
A. Opportunities for democratic institution building, eg:
--Argentina, with an announced transition to
elections in 1983;
--Brazil, with free elections in 1982 and a final
transition to occur in 1985.
B. Urgent need or requirements for democratic institution building,
--Bolivia, with a new weak constitutional government and
a potentially strong communist presence;
--Suriname;
--Chile, where the delay in the democratic transition threatens
to radicalize well-established democratic groups.
C. The potentially positive or negative role of international
institutions, eg:
--International Social Democrats and Christian Democrats;
--International democratic trade union groups;
--An important question here is how to get the Social Democrats
back to making the distinction between the democratic left
and Marxist-Leninist left in developing countries.

--National trade unions;
--The Christian Democratic government of Germany and
the Konrad Adenauer Foundation.
