The Land Remote-Sensing Commercialization Act of 1984 directed NASA and
NOAA to prepare a report on remote-sensing space programs. Specifically, the
report is to include the following elements:
(1) a unified national plan for remote-sensing and development;
(2) a canpilation of progress in the relevant ongoing research and
development activities of the federal agencies; and
(3) an assessment of the state-of-knowledge of the Earth and its
atmosphere, the need for additional research, and the opportunities
for further progress.
The initial report has been prepared and deals primarily with elements
(2) and (3) of the legislation. The report will be submitted to the Congress
pending approval by the Office of Management and Budget.
The Congress determined in the 1984 Act that this report would be
biennial, and the next report is due July 17, 1987. NOAA and NASA expect the
1987 report to address primarily element (1) of the legislation, which will
require thoughtful consideration by not only the federal agencies but all
remote-sensing data users, vendors, and processors, as well as technology
developers and system developers and operators.
In order to expedite the next phase of this report, we are forming a
satellite remote-sensing group and request that you designate one
representative and an alternate to be members of this group. Your
representative should be cognizant of satellite remote-sensing activities,
past, present, and future, including requirements, capabilities, and
limitations of remote sensing for both your agency and the community it
serves. We request that you provide the name of your designee to
Dr. John Theon, Acting Deputy Director of the Earth Science and Applications
Division, Code EET, NASA Headquarters, Washington, DC 20546, in writing by
September 30, 1986. Dr. Theon and Mr. John W. Sherman III of NOAA will
co-chair the Satellite Remote-Sensing Group. Further questions and
