Dick Kerr, the Deputy Director for Intelligence, Carl Ford, the National Intelligence Officer for East Asia, and from the Directorate of Intelligence briefed the Senate Intelligence Committee on the analytical process. The briefing was held in SHOB-219 and a transcript was taken by Committee recorder, Fred Ward. Present from the Committee were Senators Boren and Cohen and staffers Sven Holmes, Dave Holliday, George Tenet, Gina Genton, Jeanne McNaughton, Blythe Thomas, Jim Dykstra, Natalie Bocock, John Despres, Bob Morgan, Charlie Battaglia, Ed Levine, Marvin Ott, Jim Martin, John Elliff. 2. The DDI briefed on the analytical process within the DDI, Carl Ford focused on the National Intelligence Council, and briefed the Committee on analysis dealing the with Philippines. Dick Kerr and drew on the attached briefing paper. 3. Senator Boren made it clear that he believed that the analytical process was subject to pressure from without and that the Committee planned to hold periodic hearings at which the participants in an Estimate could explain the process. Senator Boren seemed to focus more on estimates than the DDI product. He said that the Committee did not intend to interfere in the analytical process. It is the Committee's belief, he explained, that if it were known that analysts would have to report to the Congress, policymakers and other outsiders would be reluctant to interfere with the analytical process. He expressed the view that analysts are in a poor position to withstand pressure.
