Approved For Release 2008/07/21 :CIA-RDP80B01676R001300100039-7 19 February 1964 1. Re Senator Dodd's speech, Paul Chretien will be keeping a close watch on press play. John Warner has sent up a copy of the Congressional Record. I gather from those who were there that there was almost no one on the floor when Dodd made his speech. Senator Proxmire of Wisconsin was there and got into an exchange with Dodd. Proxmire complimented Dodd on the speech and said he thought it would be useful if Cannon and Russell would consider some sort of generalized annual report to the Congress.
