1. Re Senator Dodd's speech, Paul Chretien will be keeping a
close watch on press play. John Warner has sent up a copy of the
Congressional Record. I gather from those who were there that
there was almost no one on the floor when Dodd made his speech.
Senator Proxmire of Wisconsin was there and got into an exchange
with Dodd. Proxmire complimented Dodd on the speech and said
he thought it would be useful if Cannon and Russell would consider
some sort of generalized annual report to the Congress.
Warner suggests to you that the Agency reprint the Dodd
speech and forward it to all field stations "for their info and possible
boost in morale. "
