This Agency has been informed that the Commander in Chief, F.tir
East approved on April 7 the application of CAT Incorporated for
commercial landing rights at Okinawa. It is my understandinC tha-

will assume regulatory jurisdiction over civil aviation matters ci
0kinavra at such time as the Treaty becomes effective.
It is the purpose of this letter to inform you that this Agency
has a special relationship to CAT Incorporated and that it considers
the continued servicing of Okinawa by this airline to be iii. the
security interests of the United States. It is requested, theref=ire,
that you take such action as you consider secure and appropriate _n
order that the commercial rights granted by CINCFE will continue after
the Peace Treaty becomes effective.
