MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 11 February 1959
PRESENT: Mr. Allen, General Cabell, Mr. Gray, Mr. McCone,
Mr. Saccio, Mr. Scribner, Mr. G. Smith (State),
Mr. B. Smith
Mr. Allen said that USIA is considering the possibility of
using some of the gate receipts at the Moscow Exhibition to provide
door prizes. He said that he might at a later date ask that this
matter be referred to the OCB Exhibits Committee.
Z. AEC Non-Nuclear Underground Tests
Mr. McCone informed the Board about a series of small
high-explosive underground tests which are to be conducted shortly
at Yucca Flats. He said that although there is of course no danger
of radiation or fallout, the tests do involve precautions similar to
those taken for nuclear shots, and therefore there is a risk that
they may become publicly known and perhaps misinterpreted as
being a resumption of nuclear tests. He said that in view of the
possibility of public speculation the AEC had prepared a draft press
release which could be used if required.
It was agreed that the draft release should be referred to the
Nuclear Energy Working Group in order to prepare a recommendation
for the Board to consider at next week's meeting.
3. Soviet Position on Test Inspections
A general discussion then took place on the advisability of
capitalizing on the present position of the USSR in connection with
the suspension of nuclear tests, with particular reference to its
insistence on a veto over inspection measures.

The matter was referred to the Working Group on Nuclear
Energy, with the request that the group come up with a report on
the possibilities of effective propaganda in this connection.
4. International Athletic Competitions
Mr. Gray next raised the subject of the recent basketball
tournament in Chile, in the course of which the U. S. team proved
to be a mediocre one and was badly beaten on a number of occasions,
with resultant damage to American prestige. This led into a
discussion of how such situations could be avoided in the future
and what government support could be mustered to insure that
competitors of a high enough caliber participate in international
competitions.
The Executive Officer was requested to look into various ways
(including the possible revival of an OCB working group) by which
this objective could be attained, and to report to the Board at a future
meeting.
5. Dependent Housing in Korea
Mr. Gray referred to an article which had appeared in the
February 7 issue of the New York Times, entitled "Little Americas
Burgeon in Korea. " The article had been critical of the isolated
American communities which are being established, and Mr. Gray
felt that this matter should be examined to see whether some
corrective action might be possible. Several members of the
Board pointed out a number of cogent reasons for establishing
separate communities of this type. The ICA representative was
asked to have a report prepared for discussion at the open Board
meeting next week.
6. Commitments in Iran
Mr. Gray raised a general question as to whether there is any
trend toward making new and major commitments in Iran at this
time. The consensus was that the situation is being watched closely
and cautiously by all interested agencies.
