On 17 September Peter TONG was assigned the confidential job of com munioation with people in Macao for whom he was purchasing broadcasting equipment as well as other goods.? On 27 September TONG went to Macao, carrying letters from K. C. GLOW. J. S. TSAO and K,. C. 3LOW had wished to go to Laoao for the last week of September but were unable to obtain permits and sent TONG in their place, since he, as a Cantonese, requires no permit 0? 25X1X 4.
