I have sent Bannerman a 25X1
copy of this chronology. Bannerman is considering a recommenda-
tion to you on what to do next. Before writing to Rusk, it appears
that you will need to get together with Hughes to get an explanation
to two important questions not answered in letter to you. 25X1
They are: (1) in view of the "policy directives" that State considered
itself to be operating under, why didn't or Hughes speak up 45X1
at USIB meetings when USIB was attaching so much sensitivity to
the information and (2) how is it that the Department felt it could
remove the NOFORN and NO DISSEM ABROAD controls placed on
the information by USIB.
