The enterprise has not met its obligations foi rF-c-og production costs and increasing labor productivity. The plant's subassembly shops ere to blame for the leg in production. The foundries do not deliver enough cn'-tins to the machine shops, and, as a result. there are not enough parts rn hand to n,sure uninterrupted output of tractors. In the steel foundry, trr_cko irn rnvct by hand ten times during the pro- duction process. The labor-consuming o' grinding the tracks on an emery wheel is also done by hand. Tht.:^ y specit'S_c measures for rebuilding equipment and mechanizing operations in th. steel foundry were enacted at the end of 1952. In January 1553, Sinitsin. ,Erector of the Stalingrad Tractor Plant, issued an order listing completion dates for individual measures and naming the pernnnel respon iblc for carrying out each measure. This order had little ef- fect; only two sec^ndury measures hewn been carried out in the steel foundry. Pl pning of an nutoeatic for grinding tracks and an overhead conveyer for trans- port.tnr them is progressing very slowly. Imrortant irenc'iros fr ra'cing the technological level in the iron foundry and in the heat treating, pressing, and other shops are not being carried out. Tn laj2, Sinitsinand his three deputies '-sued 1,"OO orders and regulations, but :h' plant has no effective system for following up these orders and making sine that they ere carried out. Several Stalingrad enterprises are not meeting their obligations for vhip:,ing metal and scrap metal to the tractor plant.
