PRODUCTION DRIVE IN RUMANIAN PETROLEUM INDUSTRY JANUARY 1953
fomment: The drive for greater production in the Rumanian
petroleum industry continues to receive constant mention in the
Bucharest daily press. During January 1953 the drive was mani-
fested by pledges for increased production in honor of the Third
Trade Union Congress, competitions, new methods, new equipment,
training, and social welfare. The following articles from Vista
Sindicala and Romania Libera are typical of many which appeared
in the Rumanian press in January 1953.
It is interesting to note in this connection that a similar
drive for greater production occurred in the coal mining in-
dustry in the last half of 1952. This drive for greater coal
output appears to have been successful, for the annual coal
plan was fulfilled for the first time under the Communist re-
gime. The drive for greater production in the petroleum in-
dustry has as its goal the fulfillment of the Five-Year Plan
in 4 years, according to the Rumanian press
HOLD TECHNICAL CONFERENCES IN PLOESTI -- Bucharest, Vista Sindicala, 7 Jan 53
ASIT (Asociatie Stiintifice a Ingenierilor siTehnicienilor, Scientific
Association of Engineers and Technicians) branches in Ploesti Regiune, to-
gether with union organizations, are making every effort to increase the
technical knowledge of workers in the petroleum industry. To accomplish this
goal, the ASIT branches held production conferences and sponsored exchanges
of experiences among leading workers. For example, a conference recently
held at one of the fields discussed "Labor Protection in Drilling." Other
conferences were devoted to "Complex Brigades in Petroleum Fields," "A Single
Technical Process in Refining, An Expression of Work According to the Graph
Method," and other subjects.

The removal of salt from petroleum and the increase in thermal cracking
capacity, as applied at Refinery No 5, served as subjects for an exchange of
experiences among petroleum workers. As a result of this exchange, Refineries
No 6 and No 7 adopted the methods of Refinery No 5. The removal of salt from
petroleum has the great advantage of protecting equipment at the refinery.
Another result of the conferences was the study of corrosion in petroleum
processing, undertaken by three technicians' collectives. These collectives
examined various anticorrosion agents at Baicoi, Campina, and Moreni. They
discovered that corrosion on pumps could be cut sharply by the use of zinc
anodes. The new method has permitted the use of pumps in corrosive media for
18-20 days, as compared with a former 7-8 days. This has resulted in con-
siderable savings.
The use of the Soviet Kolodezhniy drill has restored production or raised
the yield 300 percent at a number of wells in the Urlati. field.
Other conferences orgainzed by the ASIT in Ploesti dealt with "Socialist
Operation of Enterprises and Increasing the Rate of Circulation of Working
Capital," "Socialist Operation in Complex Brigades at the Urlati Field," and
other topics.
However, there were cases when the technical conferences were not effec-
tive because of the lack of orientation of those who prepared them. The sub-
ject matter did not always deal with practical problems, and explanations were
erroneous. At a conference held at Refinery No 1, for example, speeches on
"Explosions in Refineries" were over the beads of the workers and therefore
of no value. A conference devoted to "Labor Protection in Petroleum Fields"
was not illustrated by concrete examples..
BAICOI INCREASES PRODUCTION -- Bucharest. Vista Sindicala, 6 Jan 53
Petroleum workers of the Baicoi field of Sovrompetrol are complying with
a government decree calling for increased production, Workers of Production
Section No 4, for example, produced. 39 tons of petroleum above the quota in
the first few days of 1953? Units under the drilling and extraction offices
exceeded plane.

The Pace (Peace) Drilling Brigade of Baicoi pledged that it would bring
Well No 193 into production 2 days earlier than scheduled. To fulfill this
pledge the brigade took the following meaeures? prohibiting of absences dur-
ing the entire drilling time, application of Soviet and Rumanian Stakhanovite
methods, intensive drilling, and mechanization. As a result, 534 meters were
drilled in 3 days, a record for Baicoi, One team drilled 95 meters in 8 hours,
Some difficulties were encountered, however. The speed of drilling was reduced
at one point when a layer of hard rock, 70 meters thick, was encountered.
Nevertheless, the well was brought in 11 days ahead of schedule?
BOLDESTI PLEDGES 'ABLY PLAN FULFILLMENT Bucharest, Vista Sindicala, 21 Jan 53
Workers of Boldesti pledged fulfillment of the 1953 petroleum extraction
plan in 11 months and 10 days, and reduction of the-cost of petroleum one per-
cent per ton. Excellent pledges were also made by Baicoi, Campina, Ochiuri.,
Urlati, and Tintea.

Party and union organizations mobilized workers of Boldesti and other
fields for greater production. To achieve this goal Soviet methods were in-
troduced. For example, the Soviet method of operating steam boilers for
drilling was adopted. This increased the time of operation of boilers be-
tween cleanings from 30 days to 90-120 days. At present, more than 16,000
workers are employing Soviet methods.

MOINESTI EXCEEDS PLAN, DISCOVERS NEW METHOD FOR SETTING UP RIG BASES --

As a result of the production drive in honor of the Third Trade Union
Congress, Moinesti exceeded its extraction plan by 2.14 percent. Office No 2
at Moinesti and Drilling Office No 1 at Zemes were in the lead.

Neculai Secareanu, recently made director of labor at the Construction
and Drill Rig Office of Moinesti, discovered a new way to set up rig bases.
According to this method the entire drilling equipment of a well becomes one
complex and can be moved from one location tc another without dismantling.
The method proved successful at Well No 825.
MORENI STRESSES WORKERS' WELFARE -- Bucharest, Vista Sindicala, 23 Jan 53
Gheorghe Fatiloiu, director of Trust No II, Moreni, declared that the
administration of Trust No II, Moreni, is permanently concerned with health
and living conditions of its workers.
TARGOVISTE CELEBRATES SUCCESS IN PRODUCTION -- Bucharest, Vista Sindicala,

The entire Targoviste fiela celebrated the successes of the Extraction
Office at the beginning of Decemoer 1952. One of the outstanding workers under
this office was Stakhanovite master driller Ion Nastasescu, who attended a
special training school at the beginning of 1952. He works directly under
brigade leader Dumitru Aran, famous for his innovation in drilling.
BRIGADES AT URLATI EXCEED PLAN -- Bucharest, Vista Sindicala, 7 Jan 53
Teams at Urlati surpassed norms by 3.59 percent in the first 4 days of
January 1953. By additional drilling at Well No 186, and by the use of new
methods, a brigade under Soare Puscacu was able to exceed its plan by 4.07
percent. Extraction brigades No 2, 3, and 5 were also successful.
SOVROMTTILAJ-PETROLIFER ADOPTS INNOVATION, INCREASES PRODUCTION -- Bucharest,

Sovromutilaj-Petrolifer freferred to in the article below as Sovromutilaj-
Petrolifer "Gheorghiu-Dej"7 of Resita adopted the innovation of Electromotor
of Timisoara and set up special brigades to assist workers in formulating
pledges. This method was used in the lathe section, the metal section, the
forging section, and other parts of the enterprise.

Workers of Sovromutilaj-Petrolifer "Gheorghiu-Deb" pledged more petroleum
equipment for the oil fields. A competition spurred production in the Special
Drill Pipe Collar Section. The Bykov-Bortkevich method of high-speed cutting
of metals and the organization of work according to the Voroshin method led to
the exceeding of quotas. In the first 20 days of January, 660 pairs of drill
pipe collars more than planned were manufactured. Workers of the iron smelt-
ing section and the steel smelting section also surpassed plans.
