1. A reply to that letter you received on 2 July from Ruf&Taylor
complaining about a lack of coordination with ONI in such a way as to
endanger Guantanamo is on its wa ough the channels to you for your
signature. As you know, has been looking into this in con-
siderable detail. Taylor's complaint should never have come here -- should
have been made to Secretary Vance Is office. The Pentagon has long ago
given us instructions to coordinate all matters of this kind with Vance's
office. In the cases cited by Taylor, Vance Is office and Secretary of Navy
had been informed.
. What really lies at the heart of Taylor's complaint is a belief that
somehow or other we can control the Cuban Exile Communities in Miami to
prevent any appearance of these exiles at Guantanamo. (Exiles frequently
infiltrate by joining crews of contractors, etc. ) The fact is we have no such
control and our letter will say so.
2. John Bross reports in a memo to DCI that 25X1
is con-
cerned that he gave rather bland and incomplete answers, primarily for
security reasons, to Senator Russell and his committee in discussing SIGINT
matters recently. I suggests it would be helpful at sometime for him
and the DCI to appear jointly before our committee to explain the very effec-
tive and smooth relationship between CIA and NSA. John suggests it would
be useful also to make a joint appearance before the Clifford Board.
