back: the Soviets, as could be expected, haven't reacted with so much as a
tremor to the diplomatic demar~~nade to the Soviets here in Washington
on this case.
3. Kirk, I believe, at a Mornin Meetin not long ago, briefed
the multitude on forthcoming operation the Command Post 25~
exercise which will run this month from 7 to 28 September. I have a
background paper for your reading on this subject.
McNamara has written a "Dear John" letter to DCI inviting
hirn to join the President and the other wheels on the ship to which top
officials will deploy on aho ut 24 September. The DCI, of course, will not

be here. I presume he will write McNamara to tell him this and to offer

your services.

4. One of the waiters in the Executive Dining Room, a man
narned~ has been suffering medical problems growing out of
tensions that he has encountered in the course of his work. He has asked
for a transfer. He was thoroughly checked out with the Medics who are
inclined to think he would suffer the same tensions regardless of the jab
he is posted to. For this reason, Personnel is at work trying to arrange

Out placement for him so that he can leave the Agency.

has been somewhat concerned about all this and
came to see me. I think I have him reassured, and I have asked0 25X1
~n Kirk's office and to give this some careful ~~5X1
attention, and to work hard at getting him properly placed outside. ~
It would be bad timing to have a Negro in the O/DCI become a cause ~~^'~ _
celebre now, and I think special efforts are necessary to forestall this. ?~??`
5. Congressman Hays has referred a constituent of his to us
for possible employment as a language specialist. John Warner has
thanked Hays by letter and we will proceed to put him into the Personnel /
mill.
6. Don Chamberlain advises that a paper tabled by the Soviets
at the recent Geneva conference on the Peaceful Uses of Atomir~ Enemy
discusses Soviet operating experiences with the nuclear i~~~~~-~',
LENIN The paper goes into considerable detail on some of the problems
the Soviets encountered in the propulsion plant, and the corrective measures
they took. The Soviet paper confirms our prior analyses of the problem
and supports our belief that most of the old problems have been solved.
7. OTR advises that it has provided training to three separate
groups of 15 USAF/OSI personnel since March of this year. Grades of
the trainees ranged from Colonel to Tech Sargeant and included four ~/
civilians. Ct~'rriculum was largelyCounter Intelligence and trade craft.
8. I talked today with Col. Mize, the staffer at the Marine Corps
School at Quantico. He told me again that he and his colleagues are quite
honest in saying that the School never had a speaker who drew so fine a
reaction as you did, and that you and I both will receive a cordial invita-
tion to return next year ~
