considerable rain fell in the Urals and the northwestern Ukraine. Warm weather
was observed in the northwestern and western regions, the Ukraine, Caucasus, and

the warm weather prevailing in the Ukraine and Moldavia, created favorable con-
ditions there for the growth and development of winter crops.
During the first 12 hours of 28 September, rain was recorded in the north-
eastern regions and locally in the Urals. On 28 September, noon temperatures
were 3 degrees in. Ufa and Sverdlovsk, 5 in Chkalov, 7 in Petrozavodsk, Velikiye
Luki, and Kuybyshev, 10 in Moscow and Tambov, 11 in Nallchik, 12 in Orel and
Kursk, 13 in Minsk and LTvov, 15 in Stalingrad, 18 in Voroshilovgrad, Rostov-
