THIS IS UNEVALUATED INFORMATION USSR WEATHER AND CROP REPORTS, 27 September - 3 October 1951) CLASSIFICATION .CONFIDENTIAL 29 September 1951 On 27 and 28 September, comparatively cold weather continued in the north- ern, northeastern, and central regions ' the European USSR. On 27 September, considerable rain fell in the Urals and the northwestern Ukraine. Warm weather was observed in the northwestern and western regions, the Ukraine, Caucasus, and Lower Volga Region. The rains which fell during the last days, together with the warm weather prevailing in the Ukraine and Moldavia, created favorable con- ditions there for the growth and development of winter crops. During the first 12 hours of 28 September, rain was recorded in the north- eastern regions and locally in the Urals. On 28 September, noon temperatures were 3 degrees in. Ufa and Sverdlovsk, 5 in Chkalov, 7 in Petrozavodsk, Velikiye Luki, and Kuybyshev, 10 in Moscow and Tambov, 11 in Nallchik, 12 in Orel and Kursk, 13 in Minsk and LTvov, 15 in Stalingrad, 18 in Voroshilovgrad, Rostov- on-Don, Odessa, Krasnodar, Makhachkala, and Tbilisi, and 19 in Kishinev, Dnepropetrovsk, and Yerevan. Warm weather prevailed during the day in Central Asia, Kazakhstan, and West Siberia. During the night, frosts were recorded in eastern West Siberia and in most of East Siberia. Light rains.fell locally in Altay Kray. 2 October 1951 On 30, September and 1 October, cool but dry weather favorable for sowing work prevailed in most of the European USSR. Heavy. rains fell only in the northern Ukraine and southern Belorussia; locally, they'amounted to more than 10 millimeters. Cold weather with precipitation, locally in the form of snow, continued to prevail in the Urals. CONfIuiNTIM. The cooler weather which set in in the central and southern European USSR somewhat retarded the growth and development of winter sowings. But all sowings have bushed out well, and the slight retardation in growth will have no nega- tive effect on them. The weather was favorable in most areas for harvesting and for working the soil. In West Siberia, it was cool and rain =oil locally. On 1 October, daytime temperatures were 6 degrees in Tobol'sk, 10 in Novosibirsk, 12 in Omsk, and 13 in Barnaul. It became cooler and rain fell in the northern parts of the Central Asiatic republics. In Tashkent, the temperature during the day was only 18 degrees and rain fell. It was still warm (about 24-26 degrees during the day) and dry in Turkmenia and Tadzhikistan. 4 October 1951 On 2 and 3 October, cloudy weather with precipitation prevailed in most of the European USSR. Slightly cloudy weather without precipitation continued in .the southern Ukraine, the Crimea, Rostov Oblast, and the Lower Volga Region. Light precipitation in the form of rain and snow was observed in the northern and eastern regions of the European USSR and in the Urals. Cloudy weather with rain was recorded in the northwestern and central regions and the northern Ukraine. On 3 October, noon temperatures were 2 degrees in Sverdlovsk and Ufa, 4 in Arkhangel'sk, Kazan', and Kursk, 5 in Petrozavodsk, Kirov, Chkalov, Moscow, and Orel, 6 in Gor'kiy, Minsk, and Ku jshev, 8 in Leningrad and Voronezh, 9 in L'vov, 10 in Dnepropetrovsk and Voroshilovgrad, 11 in Riga and Stalingrad, 12 in Kishinev and Krasnodar, 13 in Rostov-on-Don and Simferopol', 14 in Odessa, 17 in Yerevan, and 21 in Makhachkala. Cloudy weather with precipitation prevailed in West Siberia. Heavy snow- falls were recorded in Omsk Oblast. Daytime temperatures were one degree in Tobol'sk, 3 in Omsk, Novosibirsk, and Krasnoyarsk, 6 in Barnaul, and 15 in Irkutsk. Slightly cloudy and cold weather was observed in most of Kazakhstan. In Central Asia, it was slightly cloudy and warm. Rain fell in the mountain areas of Central Asia. Daytime temperatures reached 21 degrees in Ashkhabad, 22 in Tashkent, and 28 in Stalinabad.
