DATE OF INFORMATION 1950 OVERLOADING LEADERS WITH FUNCTIONS Jan Havelka, Instructor Organization-Instruction Section Central Committee Communist Party of Czechoslovakia At the second part of the annual membership meeting in March, the mem- bers of basic organizations will elect new committees. Because of the importance of these committees, the members of the election commissions must consider each person proposed for committee membership from the stand- point of whether he has &iy other functions which might interfere with the performance of his new function. There are still many officials who have as many as ten or 12 functions. In some places it has become quite customary for a capable official to be assigned all sorts of functions. This is encountered both in factories and in villages. It is obvious that such an official cannot perform even one of his functions properly. For example, Comrade Rands, from Jihlava holds the following positions: member of the presidium of the okres committee, chairman of the city com- mittee, chairman of Sectional Factory Organization no 6, member of the com- mittee of the factory organization, teacher of a circle in the Year of Party Education in the factory organization, instructor of Local Organization No 38, instructor of Local Organization No 39, member of the unified national committee, vice-chairman of the housing commission of the unified national committee, member of the committee of the factory Sokol unit, and finally, a pupil in the evening school. It is obvious that such overloaded persons cannot fulfill all their tasks well. Such a badly managed cadre policy frequently results in poor work by the organization in fulfilling the Five-Year Plan, in crop purchase and quota assignment in rural areas, etc. The annual membership meeting offers an opportunity for a correct solution of the problem of distribution of work among the best members of the organization. Therefore, in selecting members for the committees of basic organiza- tions, it is necessary to decide which functions are best suited to them and to relieve them from all other functions which they are unable to per- form adequately.
