SUBJECT: National Security Policy Group (NSPG) Meeting, 20 Nov 87
1. Attached are background papers and talking points related to issues
fior discussion at the NSPG meeting. The Table of Contents displays those
items on the NSPG agenda and adds responses fior questions which might also be
directed to you.
2. The NSPG agenda does not request any specific presentation by you.
Nevertheless, you may be asked about several topics. Talking points for your
response are at the indicated Tabs:
-- The ability of US Intelligence to monitor the elements of a Soviet-
proposed list of parameters which establish the boundary between
permitted and prohibited systems for launching into space under a
Defense and Space agreement (Tab C).
-- The ability of US Intelligence to monitor mobile missiles (Tab E).
-- Your assessment of recent unauthorized disclosures in two local
newspapers (Tab F).
-- Your assessment of the Soviet INF missile data passed to the US on 18
November 1987 (Tab G).
