8. JCS Southeast Asia Situation Report dated 5 September 1962.
Laos: Presence of 21 Soviet PT-76 amphibious tanks at enemy armor
training center near Xieng Khouang was disclosed by aerial recon-
naissance on 14 August. An additional probable 13 PT-76 tanks, covered
with canvas,,were also noted. South Vietnam: Viet Cong attacks,
though small and scattered, are probably intended to create a popular
impression of the government's inability to cope with the insurgency
as well as diverting GVN attention from the enemy's vulnerable
locations. Vigorous government operations, which have resulted in
the capture of large quantities of supplies and equipment, probably
causing serious logistic problems for the Viet Cong. Captured Viet
Cong documents have described Viet Cong food shortages in the
highland area.
