I don't know exactly what caught
my attention to read your article
(April 1), "U.S. Request for Attor-
ney to Quit Expected," by Ronald J.
Ostrow. However, it did compel me
to write to you. The contents of this
.article were indeed z> werful and
Webster defines justice as
the administration of law; es-p:' the
-establishment or det.e r ration of
rights according to the rules of law
or equity; the quality of being just,
impartial, or fair; the principle or
ideal of just dealing or right action;
conformity to truth, fact, or reason;
to treat fairly or adequately .''.." I
am no longer in the class of people
who wonder where justice has gone
and why criminals are set free and
even protected. The article in The
Times is a classic example of why
"justice" is what it is today.
The problem stems directly from-
the top. The Justice Department in*
conjunction with the Central Intel-
ligence Agency (who else?) de-
liberately blocked the indictment of
Miguel Nassar Haro for his involve-
ment in a S30-million to $40-million
international car theft'ring and is
protecting him because he had been
an "extremely valuable source" by
providing intelligence information
on activities in Mexico and Central
America. So, all in the name of "na-
tional security," this criminal is be-
ing harbored while the other 14 less
fortunate who were not working for
or with the CIA were prosecuted for
their roles in this car theft ring.
Wouldn t it be nice if all of us were
protected in the same manner just
because we happen to work for the
CIA? .

'The person. bringing this all ..to
light, William H. Kennedy, was
pressured to resign from his posi-
tion as U.S. Attorney in San Diego
for trying to do his job in accordance
with Webster's definition of justice.
He . was being straightforward,
honest and truthful, which is more
than I can say for the Administra-
tion and most government officialsthese days. He is like a voice crying-.'.
in the wilderness while the gover n
ment is trying desperately to, sup-,..-
press the truth..
- Even more appalling is the-fact.
that only one day after this article
appeared in The Times, President
Reagan issued.an _ executive order
"making incidents like this easier for'.
government officials to cover up by
permitting information to' become:

Freedom of Information Act.
It appears -Reagan has all but,
,eliminated the Freedom of Informa
. tion Act. In IS.. months time. we
have regressed .back 200 years be_.
fore the days of our precious Bill of
Rights and the First Amendment. ' I
Perhaps there is little or nothing
we can do about the government
and its bureaucracy, but how about
starting at the beginning and re-
naming the Justice Department the
Injustice Department presiding over
a land where there is no justice for
ALL?

I am disgusted with the '-Justice' J
Department for its unjust treatment
of an honest man and a faithful ser-
vant of the people, William H. Ken-
nedy, U.S. attorney in San Diego.
The Justice Dept. has a long way
to go in convincing me it is serving
the people when it removes the
People's protectors from office friv-

I wouldn't care if that CIA person
he exposed were the President of
the.United States. The person he
exposed is a major criminal and he
must be brought to justice if justice
is real in this country.
How can the Justice Department
seriously consider asking Kennedy
to.resign for doing his job properly
and courageously? Is this the U.S.A.
or the U.S.S.R.? -?

The flap over dismissing U.S. At-
torney William Kennedy, in.. San f
Diego has some very frightening
-overtones. Despite the fact that
Kennedy is a fine lawyer who does
.his job well, he won't play along
with the insiders. ?.
It would appear that some federal
agencies are above : the. law-.-the
CIA, the FBI and the Internal Rev-
enue Service.
A notorious criminal informs for' j
the CIA, so he is protected .from
prosecution and a good solid public
servant is fired. Some local business
men are swindled of thousands" of
dollars because the - FBI had to
protect their Abscam operative.
How many other criminals walk
our streets, protected by .federal
agencies? This makes a mockery of
the Constitution.
