Hilsman Reports: a. "Soviet Strategy in UN Discussions of Cuba" Not much new except that Hilsman predicts the Soviets will seek to promote "compromise" proposals which tend to under- cut the US position. (ER 62-7833) b. "Soviets Continue to Seek Abandonment of Quarantine While Missiles Stay" Hilsman reported on Friday that Soviet strategy is designed to gain time and flexibility for political action and to get the quarantine stopped while the missiles stay in Cuba. "Hungarian in Charge of Destalinization Becomes Its Gyorgi Marosan, Politburo and Secretariat memberyhas been ousted and thus has become a victim of the processes he helped to set in motion. Personal rivalries apparently played a key role in his fall. (ER 62-7803) d. "The Resurgence of Politics in France" Although Hilsman's people predicted the winning of the de Gaulle-initiated referendum, they further predict that opposition parties have a good chance of winning control of the National Assembly in the elections scheduled for November 18 and 25.
