2. Emergency telephone service has been established to
Ambassadors, heads of US Military Missions, Chiefs of State and
Foreign Ministers in 21 Latin American countries. Two of these
telephone systems are in Agency headquarters --in the Director's
office area and in the OCI Watch Office. (ER 62-7951)
4. An invitation has been extended to General Griswold for
National War College students to visit the CIA building, although
probably not until the class of 1962-63. (ER 62-7877)
6. Hilsman Reports:
a. "India Might Withdraw Troops from Congo"
If India withdraws its troops from the UN Force in the Congo,
it will cut UN strength by about 5700 men and down to approximately
10, 000 troops. (ER 62-7934)

b. "US Moves Catch Latin Communists Off Balance"
A general report indicating that the Commies and pro-Commies
throughout Latin America were clearly caught off guard by the US moves
in the Caribbean. (ER 62-7946)
c. "Effects of French Referendum Results"
DeGaulle's showing in the 28 October referendum was the
worst any of the three previous :_referenda. (ER 62-7947)

d. "Possible Soviet Probe for Further US Guarantees to Castro"
A Soviet Embassy official in Washington approached Tad
Szulc of the New York Times with an inquiry as to US willingness to
normalize relations with Castro.. He did not press Szulc to make
soundings within the US Government. (ER 62-7948)
e. "Khrushchev's Dispatch of Kuznetsov for the Cuban
Negotiations in New York"
f. "Cuban Crisis Likely to Worsen Sino-Soviet Relations"
The Chicoms, although subdued, will probably attack Soviet
behavior later and accuse Moscow of insufficient resolution.
g. "The Cuban Crisis: Asian Reactions and US Policy"
A summary reveals that Asian Communist reactions have
remained extremely reserved with virtually no effort to inflate the
crisis or to force a Soviet-US confrontation. (ER 62-7910)

Breaking a long Moscow silence, a PRAVDA editorial on
October 25 deplored border clashes between India and Communist
