a. 'The Austrian Elections of 1962"
The forthcoming elections will probably produce no radical
changes and very few surprises, although there is a strong
possibility that they will reveal some slight shifts in voting
strength among the parties and bring the Communists back
into the house, where they have not been represented since

b. "The Soviet Position on the Sino-Indian Border Conflict"
A Pravda editorial of October 25 marked a shift from Moscow's
pervious posture of neutrality to one of qualified support for
Peiping. Peiping replied with demands for more clearcut support
against Nehru. Soviet policy toward India, already seriously
undermined, suffered a further blow.

UN leaders express belief that the Katanga problem must be
settled before the end of 1962. This could precipitate round three
of fighting in Katanga. (ER 62-8358)
d. "Implications of Peiping's Planning Commission Appointments"
Peiping announced on November 8 the appointment of seven new
deputy directors of the State Planning Commission who are
remarkable for (1) the high rank of most of them, and (2) their
widely varied specializations. The action suggests that the
regime has formed a high-level "task force" to formulate
Communist China's Third Five Year Plan (1963-57) on a crash
