Larry:
This is good. I have a few suggestions. You know I like to get their
attention early. I'd start with paragraphs 95-96 and then follow with details
on the size and nature of the program. But I defer to your judgment if you
think that puts it out of whack.
If. you start off with something like paragraph 95, I'd round it out by
adding a few sentences about the significance of large boosters and manned
platforms for research on BMD, for weapons and ECM capability.
Tell them what you're going to tell them, then tell them, then tell
them what you told them, or at least two out of three.
