[Text] Algiers, 31 Jul--Algerian Foreign Minister Abdelaziz Bouteflika stated here
today that the lifting of the blockade imposed on Cuba signifies the failure of the
policy of aggression carried out by imperialism.
He added: "After the victories obtained by brother countries from Africa and Asia over
both imperialism and colonialism, this new success, which was achieved through courage
and dedication by the brave Cuban people, acquires a great significance."
According to Bouteflika, this victory took place in a continent where imperialism always
constituted a threat for those peoples who are longing for freedom and justice and it is
a wall against the nefarious interests of international financing circles. He concluded:
"This event, which'took place on the eve of the conference on nonalined countries to be
held in Lima, (word indistinct] of the consistent contribution made by Latin America to
strengthening those actions designed to fulfill the objectives set by the policy
followed by nonalined countries."

[Text] Cairo--The Egyptian newspaper AL-JUMHURIYAH reports today that the Libyan
authorities have foiled a plot to topple Col Mu'ammar al-Qadhdhafi's regime. The paper
says that the Libyan authorities arrested the leader of the attempt, Maj 'Abd al-Fattah
Yunis, commander of the republican guard in Benghazi. The authorities also arrested 20
officers of the guard.

We have found out a great deal about Colonel al-Qadhdhafi. The Arab youth who took part
in the festival have expressed their views on the colonel's behavior and statements. A
Kuwaiti youth asked the colonel: You have been attacking the United States and claiming
that it was an undemocratic state. Can what took place in the United States, which tried
to, and overthrew, its president through the power of the democratic system, happen in
Libya?
The youth said: We have freedom of opinion and of criticism and we have a parliament and
the press to oppose the state, but since we arrived here in Libya we have found only
support or praise of the regime.
Another youth asked the colonel: How do you understand democracy? Is it that of some
officers ruling the people by force and the absence of democratic institutions?
The colonel replied: Our country must be ruled in this way until it comes of age!
Youth ministers and heads of Arab delegations have asked Libya to suspend its attacks
and information Campaigns against Egypt as an act of courtesy to the Arab delegations,
but the answer was an escalation of the attack against the Arab leaders in the colonel's
speech.
[Text] MaJ 'Abd as-Salam Ahmad Jallud, member of the Revolution Command Council and
prime minister, received at his office at noon today Stojan Andov, Yugoslav minister of
economic cooperation. The meeting, which lasted for some time, was attended by Brother
Abu Bakr ash-Sharif, minister of economy, and the Yugoslav ambassador accredited to the
Libyan Arab Republic. The meeting dealt with aspects of cooperation between the two
friendly countries in all fields and within the scope of the agreements ratified between
them in the economic, industrial, and oil sectors, and the joint projects.
(Text] Stojan Andov, member of the Yugoslav Federal Executive Council and minister of
economic cooperation, left Tripoli this afternoon following a 4-day visit to the Libyan
Arab Republic. He was seen off at the airport by Brother Abu Bakr ash-Sharif, the
minister of economy; the Economy Ministry under secretary; the director of the Economic
Department; and a representative of the Protocol Department at the Foreign Ministry.
Andov made a statement to the ARNA correspondent in which he praised existing relations
between the Libyan Arab Republic and Yugoslavia. He expressed his happiness at meeting
with MaJ 'Abd as-Salam Ahmad Jallud, member of the Revolution Command Council and prime
minister. He said: This meeting has again convinced me that cooperation between the
two countries is based on solid and sound foundations. In conclusion, he affirmed that
his talks with officials of the Libyan Arab Republic were useful and successful in view
of the good results achieved in connection with points of cooperation between the two
countries.

[Text] Tripoli, Libya, July 31, ARNA--The Libyan leader, Colonel Mulamnnar al-Qadhdhafi,
has received at his residence in Kampala the secretary general of the Arab League [as
received] and President Houari Boumediene of Algeria and President Louis Cabral of
Guinea-Bissau, the ARAB REVOLUTION NEWS AGENCY (ARNA, Libya) reported from the Ugandan
capital here today.
The Libyan leader is currently attending tho summit conference of the Organization of
African Unity in Kampala, Colonel al-Qadhdhafi also opened in Kampala last night
the Libyan-Uganda Friendship Society. According to ARNA, Colonel al-Qadhdhaf1 promised
