Director, FBIS THROUGH $ Chief, Operations Group SUBJECT t Monthly Report--Paraguay BureauJuly 1986 On the occasion of Bureau Chief departure for the "hotter" climes of Tel iv Bureau, the Bureau held two parties to send his off. The first was a Paraouayan-style barbecue at the home of Senior Editor It was held an Sunday, 13 July, to allow all the Bureau's families ttend. On the 19th, Deputy Chief hosted a cocktail party to which the Bureau's local staff as well as Ambassador Taylor, Embassy principals, and many other official community Americans were invited. Despite the situation in Chile and airline strikes, Deputy Assistant Secretary of State for American Republic Affairs Robert Selbard, who was making an official visit to Paraguay, was able to attend the party. The surprise visitor of the night was the Venezuelan Ambassador to Paraguay, who applied the "good neighbor policy" and dropped in unannounced and met with Mr Gelbard. In comments to the Bureau Chief, Mr Gelbard said that he was happy to finally swat with someone from MIS and to be able to express his "strong appreciation" of FBIS' work. He commented that he has been an avid reader of FBI8 products for many years. During his 26 June - 1 Jul TDY to the American Embassy Santiago, Deputy Chief met with DCM Jones, other Embassy principals, and the local USI8 and B$F officers handling the Bureau's account in Santiago. He also met with the Santiago contractor and discussed operational issues. In his meetings with the Embassy officers, found high appreciation and respect for the Bureau's coverage of Chilean events. The Chief of the Political Section summed up the Embassy's opinion of the Bureau's coverages "The problem is that when you do such a great Job, what can I add." The wordage was distributed fairly evenly among Brasilia EBN, Brasilia Radio da Amazonia Network, and Brasilia Domestic Service. With the television newscast content surveys nearing completion, the Bureau anticipates placing some Brazilian television newscasts on coverage soon. A. "WJLUr"LJEdi QC .i3. 1. The political situation and unrest in Chile was the Bureau's primary focus of attention in July. On the 2d and 3d, the National Civic Aseesbly (ANC), a grouping of the most important civic associations seeking to and the 13-year-old regime of President Pi nochet, staged a national stoppage. The stoppage resulted in at least 8 deaths, 900 arrests, and restrictions placed an the reporting of 4 Santiago radio stations. The major reverberations, however, were caused by the alledged burning alive of two youths by a military patrol. The military at first denied any responsibility and then reversed itself and turned 25 military men over to the courts. Of these 25, 24 were released by the presiding judge and the 25th was charged with negligence, for not caring for the youths when they were found. The government's actions have been condemned by most sectors of the Chilean public. 2. On the 10th, President Pinochet said in a speech that he planned to stay in power after 1999, when elections are scheduled to be held, according to the Constitution. This caused a major domestic and international uproar and prompted contradictory statements by the other members of the Government Junta, revealing cracks in Pinochet's closest circles. A week later, Pinochet reversed himself, explaining that he had been misunderstood. 3. Peruvian President Alan Garcia celebrated his first anniversary in office on the 28th by delivering a 3-hour State of the Nation address before a joint session of Congress. The Bureau covered the speech live through a phone patch provided by the Lima contractor, and Panama Bureau provided backstop coverage off its R0SET for video purposes. The Bureau remained open late the night of the speech to clear the 16 takes of excerpts selected. Argentina was the scene of several meetings on subregional integration in July. On the 28th, Brazilian President Jose Barney arrived in Buenos Aires for talks with President Raul Alfonsin on an integration agreement between the two countries, which many observers regard as the initial steps toward the creation of a Latin American common market. Uruguayan President Banguinetti arrived the next day to take part in the talks and a communique was issued on Uruguayan participation in the scheme. The talks concluded with the signing of agreements calling for increased joint production, technological exchanges, trade, and development projects. 5. In Bolivia, The U.S. Army and Bolivian forces are cooperating in the fight against narcotics trafficking in the country. The presence of some 160 U.S. military advisers and technicians has sparked off protests among political and union circles, ranging from calls for impeachment proceedings against President Paz Estenssoro to strikes and stoppages. Thus far, the joint operation has resulted in the destruction of several cocaine manufacturing installations but few arrests. 6. The Paraguayan Colorado Party held precinct elections in Asuncion and the metropolitan area on 27 July. Since multi-candidate elections had not been held in many years and since many felt they would be a barometer of President Stroessner's power base, there was such interest in the outcome. The "militant" faction, which faithfully supports Stroessner, won 16 of the precincts against the 9 of the "traditionalist," which ostensibly supports Stroessner but is rumored to favor a civilian candidate for the 1988 presidential election. 9. He located and cruised-out Rio de Janeiro Reds Manchete Television on a new carrier signal at RF 3917 MHZ. He also cruised-out Sao Paula TYS Television Network and the Brazilian television shared carrier signals at RF 4004 and 4165 MHZ, which carry programs by Sao Paulo Televisao Cultura, Rio de Janeiro TV Educative, Brasilia Televisao Nacional, alobo Television, and Bandeirantes Television. In addition, he located Buenos Aires Argentina Televisora Color Network on the Intelsat 27.5W for possible backstop of the Bureau's terrestrial coverage. E. IlcMical Preventive maintenance was performed on the remote equipment at the Bureau and an the antennas at the remote site in Luque. In addition, the Bureau has forwarded to Headquarters for approval bids to replace the towers an the Bureau's rhombic antenna. The motors in the new IBM Selectric III typewriters that the Bureau recently received are continuing to burn out. From the 10 new motors we received in March, the Bureau is down to 1 and has ordered 20 more as spares. Logs and FOB/FED are working with IBM to solve the problem. the Bureau's newest monitor-trainee, 'ed an the 10th. He was sponsored by ANTELCO, the government telecommunications monopoly, for research he had conducted in rural communications in Paraguay.
