SUBJECT: Meeting with Deputy Secretary of State (13June1986)
The following subjects were discussed:
1. Armacost asked if we had a good damage assessment on the Pollard
He also indicated that there probably was greater
damage than we were aware of.
2. Whitehead asked about Qadhafi's current condition. The DCI
indicated that he appeared still to be off-balance. There was then some
discussion about Libyan oil production with Whitehead indicating that it
had risen to 1.4 million barrels per day.
3. Armacostl lobserving that
a rapprochement between Syria and Iraq would bring about a greater sense
of isolation in Israel and almost certainly have a negative impact on
4. The DCI reviewed the menu of conditions that might be placed on
Mexico in exchange for financial relief.
5. There was general discussion of the situation in South Africa,
he would send a copy of the DI Africa paper to Armacost.

8. At the end of the lunch, the conversation returned to Libya and
potential pressures on that country with the DCI mentioning some of the
options he had discussed with the Secretary of Defense.
9. The Director asked Whitehead if he had seen the letter Australian
Prime Minister Hawke intended to send to the Secretary about the former's
visit to China. The Deputy Secretary indicated that he had not yet
received a copy.
