The Board is to submit its findings and recommendations to the President by January 29, 1987. It would be most helpful if you could designate a single individual in your office reporting directly to you as a point of contact. The Board will be making requests of your agency for documents and appearances of employees to be made available to us. Unrrr ',.? 3. 1936 Presidential Documents Executive Order 12575 of December 1. 1986 The President President's Special Review Board By the authority vested in me as President by the Constitution and laws r;i United States of America, and in order to establish, in accordance with 'h Federal Advisory Committee Act, as amended (5 U.S.C. App. 1). a S=.e. Review Board to review activities of the National Security Counci ' hereby ordered as follows: Section 1. Establishment. (a) There is established the President's Speci*;0 Review Board on the future role of the National Security Council staff. V., Board shall consist of three members appointed by the President from amor., persons with extensive experience in foreign policy and national secur affairs. (b) The President shall designate a Chairman from among the members of the Board. Sec. 2. Functions. (a) The Board shall conduct a comprehensive study of tht' future role and procedures of the National Security Council (NSC) staff in th. development, coordination, oversight, and conduct of foreign and national security policy; review the NSC staffs proper role in operational activities. especially extremely sensitive diplomatic, military, and intelligence missions: and provide recommendations to the President based upon its analysis of th.. manner in which foreign and national security policies established by tl:e. President have been implemented by the NSC staff. ;') The Board shall submit its findings and recommendations to the Presi:i?-:: wit,in 60 days of the date of this Order. Sec. 3.:ldhiristration. (a) The heads of Executive departments, agencies. anti independent instrumentalities, to the extent permitted by law, shall provide. the Board, upon request, with such information as it may require for purposes of carrying out its functions. (b) Members of the Board shall receive compensation for their work on tl:!: Board at the daily rate specified for GS-18 of the General Schedule. 1%h:: engaged in the work of the Board, members appointed from among privet" citizens of the United States may be allowed travel expenses, including p?r diem in lieu of subsistence, as authorized by law for persons serving intermtt- tent!y in the government service (5 U.S.C. 5701-5707). (c) To the extent permitted by law and subject to the availability of appropria' tions. the Office of Administration, Executive Office of the President. shah provide the Board with such administrative services, funds, facilities. staff and other support services as may be necessary for the performance of it functions.
