1. The Tuesday ROSTOW Weekly Planning meeting heard an
evaluation of President's European trip much along lines of Ray
Cline's briefing of Sr. Staff meeting.
2. Dispatch to all Field Stations signed by DCI citing privacy
of communications. COSs and their staffs are excluded from reading
relay msgs passing thru their stations addressed to installations not
under their jurisdiction. This based upon assurances we have given

4. ONE publications:
(1) SNIE 53-2-63, "The Situation in South Vietnam, "
includes stability of country, viability of Diem regime and US-GVN
relationshi ps.
(2) "Addis Ababa Conference and Its Aftermath, " Central
theme was liberation of those African countries still under colonial
or white minority rule.
(3) "Significance of Portuguese and Spanish Colonial
Problems for the US. " Portugal, still beset by colonial problems,
unlikely to contemplate self-determination for overseas territories
while under Salazar. Spain's colonial problems less critical.

5. OCI production:
(1) 'Sukarno's Intentions toward Malaysia. " Still intent on
Indonesia becoming dominant SEA power, Sukarno objectives unchanged.
Will attempt to erode Western-oriented strength in Malaysia.
(2) "Mission of Soviet Ballistic Missile Submarines. " Suggests
that these units now assigned role in initial Soviet strategic attacks
against land targets in event of hostilities.
(3) "Prospects of the Guallist Party in France. " Not cohesive,
deGaulle's UNR Party would probably turn much of its support elsewhere--
if the old gentleman disappeared from the scene in next year or two.
(4) "Political Trends in Ceylon. " Prime Minister Bandaranaikes
position weaker now than anytime since she took office in 1960.
