The quality of its products has been bad also. The workers' collective and the management have both been reprimanded, but no improvement has been noted. The director of the factory claims erroneously that the plan failed for reasons beyond his control, especially shortages. Actually, the workers were not encouraged to mahe'individuel and collec- tive pledges for fulfilling the plan. Socialist competition was not properly organized, and the director refused to have anything to do with it. Also, workers Kould be moved from one fob to another frequently. During a 15-day period, one worker was gi~-~n five helpers to train, which caused Lt considera- ble drop in his own production.
