schedule, and have pledged to deliver many trainloads of coal above the plan by

Labor productivity in the Tranebaykal coal mines moat be increased sharply
if the mines are to meet their pledge to complete the Five-Year Plan in 4 years.
The productivity of workers in the main mining skills is still lagging behind the
prewar,level. Labor productivity of loaders is only 81 percent of the 1940 level.
and only 97 percent for workers in the stopes. An extremely large number of miners
are not meeting their technical nozms. The utilization of machinery in the majority
of mines is far 'from satisfactory. The proportion of mechanized coal loading in
the "Zabaykalugol"'Trust is only 3.3 percent, cutting 31 percent, and 2--aed.ing
coal and rock in stores, 5 percent; Utilization of existing mechanized equipment to
completely unsatisfactory. Inefficient worker discipline is arother chief cause
for the low productivity of labor and machines.

29 April, saved 144,000 rubles by decreaning production costs, and accelerated the
tuinover of working capital by 2 dale. he miners have pledged to mine 20 tr-in-
loads of coal above the 8-ronth plan by 28 August.

In March and April, for the first time In 12 years, workers of the "Burey-
ehakhtstroy" (Construction of Verkhne-Bureyskly Mine Enterprises) Administration
met the State plan sail considerably exceeded it. Coal miners have also Improved
their work, exceeding the April plan almost 100 percent and recovering the losses
incurred In the first quarter.
The Party bureau ancl the mine administration are now developing organizatfonel
plans for further improvenont of coal mining and labor productivity. Cutter and
pneumatic drills are being introduced and electrification of hauling will soon be
completed. Popov, secretary of the rayon committee, Semenov, member of the bureau,
and instructor Koehetov remained for a long peiKod in the Nimano-U.rgal'skly Mine,
the Yuria Mina, nd the Kolkhoz ineni Kolesov in order to train agitators and
instructors and corduct Party conferences.

meters of housing and ten dormitories for miners have been built in the Urgal Mine
