SUBJECT: Ameatdment No, 3 to Contract 110. Fig-3011 with Westinghouse
Electric Corporation, Baltimore, Md., Project EQUIu
(AQUMIu)
1. This merrands,, contains a reeoamendation anbitted for
approval of the Director of Central Intelligence. Such reeo=eadatiea
is contained in Paragraph 5.
2. Contract No. P1-3011 provides for the design fabrication and
delivery of certain radar equiposat for use in aircraft under the subject
project. Amendment Jo. 1 thirsts, covers t sign and fabrication of
two low altitude antennas for use under tb*L---Ipvgrm. Amendment No.
2 to the subject contract provides for installation of the first radar
mapping set being produced under the contract in the Contractor's DC-3
aircraft, flight testing the equipment, and training pilots in the
operation of the equipment ever a period of approximately six weeks.
Aaemdtemt No. 3 covers pore cerement of additional radar equipment and spare
parts for Project AQUATOIE and. Project cad four (4) radar mjbap-
meats for the Department of the Air Force. Amsadtett No. 3 also restates
the contract work into equipment requirement groups for the respective
activities in order to facilitate administration of the contract.
3. The total contract price of Contract No. FL-3011 and Amendments
JTos. 1 and 2 thereto is X1.,269,503, funds for which have been obligated,
is the amounts indicated, from the following allotments: 01,129,854 of
Fiscal Year 1956 AQUATONE bads and 0139,649 of Fiscal Year 1956 foods
chargeable to Allotment 6-2119-52-020, Project aesdrst
No. 3 increases the contract price by 01,847, m , 69,503 to
$3;116,645. By reason of Amendment Flo. 3, funds previously obligated
under the contract are to be adjusted and funds transferred to the Agency
from the Department of the Air Fordo are to be added to the contract to
reflect the following revised obligations:
01,081,126 - Fiscal Year 1956 AQUATOUE funds chargeable to
Project EQUIIIE.
1,510,148 - Fiscal Year 1956 fonds, chargeable to Air
Maritime Division Allotment 6-2119-52-020,

525,071 - Fiscal Year 1956 funds chargeable to Appro.

The above adl=ftent in fund obligations between Project AQUATONE and
Project will reduce the amount previously obligated under the
contract out or scal Year 1956 AQUATONE funds from $1,129,854 to
$1,081,126, resulting in $48,728 of Fiscal Year 1956 AQIIATONE funds
becoming available for other contractual obligations within the
current fiscal year.
4. By nesiorandun dated 29 July 1955 from the Director of Central
Intelligence to the Comptroller, and in accordance with the provisions
of Section 10(b) of Public Law 110, the Director of Central Intelligence
has certified that the sus of $3,500,000 is available for expenditure for
Project EQUINE.
5. Approval of Amendment No. 3 to Contract No. FL-3011 and
execution thereof on behalf of the Agency by the authorised Project
Contracting Officer is reoommnded.
