Circulated herewith is a copy of the proposed agenda for the President's Foreign Intelligence Advisory Board meeting. How much or how little preparation by way of briefing memoranda for the DCI is needed is something only he can decide. I am there- fore suggesting that it be discussed at the staff meeting Monday morning. 2. If written briefs are required, items 2 c, d, e and f are obviously matters of primary concern to the DDI. I presume that the DCI will, in. any event, want a statement on paragraph 3, presumably from the DDP and DDI. I presume that he will also want a report from the General Counsel on para- graph 4). Helms Director of Central Intelligence Langley, Virginia As you know the next meeting of the President's Foreign Intelligence Advisory Board is scheduled for July 28-29, 1966. In assordance with our custom it would be very much appreciated if you would meet with the Board on the afternoon of July 29 from 2:30 to 4:30 p.m., for a discussion of the subjects outlined in the enclosure to this letter. With respect to the first subject listed in the enclosure it is my understanding that a CIA represen- tative has suggested to Mr. Coyne that the Director, Defense Intelligence Agency, and the Director of the Department of State's Bureau of Intelligence and Re- search be invited to join with you and the Board in the discussion of that subject. I agree fully with this suggestion and I have asked Mr. Coyne to extend an invitation to General Carroll and Mr. Hughes. Intelligence Community views on suggestions made by a Panel of the Board involving procedural modifications relating to current and long-range intelligence products. (See Memor- andum to the DCI from. the Chairman, PFIAB, dated June 21, 1966?) 2. The DCI's views and recommendations, if any, concerning the following questions which have been raised from time to time within the intelligence community: '~'(a) Are existing assignments of authority to the DCI adequate to provide a basis for effective guidance, direction and coordination of the foreign intelligence activities of the Government? ?(b) Should National Security Council Intelligence Directives (and DCIDs) be reviewed and revised in the interest of providing updated and clear-cut guidance to the intelligence community? (c) Can the USIB process of producing coordinated Intelligence be enlarged and expedited for the purpose of reducing unilateral (and sometimes duplicative) intel- ligence productions? (d) Is it desirable and feasible to seek a reduction in the number and diversity of reporting channels through which intelligence information reaches the Washington Intelligence community from the field? X (e) Is it feasible to establish a central point in the intelligence community at the Washington level where all available intelligence on a given country or subject can be assembled for access by intelligence consumers? X (f) Is it feasible to establish a systematized method for canvassing intelligence users both at Washington levels and at Ambassadorial and military command levels overseas, to determine what intelligence they need and do not have? (g) Should there be a follow-up system to verify the performance of agreed collection tasks which have been assigned to the various intelligence agencies involved? The DCI's views concerning the best means of providing :intelligence community support to the Senior Interdepartmental Group and the Interdepartmental Regional Groups, established pursuant to NSAM 341. 4- A brief report on any recent developments in the V ' case which may adversely effect the CIA or other of the intelligence community. !a. There appears to be an increasing tendency on the part of CIA, DIA and INR (State) to prepare unilaterally r:c.nd to disseminate outside their respective agencies a significant number of current intelligence documents, including current Intelligence assessments, which are not coordinated with other appropriate agencies in the prepara- tion stage. This absence of coordination persists even in instances where the particular current intelligence product includes subject matters which are not only outside the primary intelligence production responsibility of the preparing agency, but are also of such a nature as to be of interest to the intelligence community as a whole. (Noteworthy exceptions to this widespread practice. include the Weekly Watch Report, which is always coordinated by the intelligence community, and the daily Central Intelligence Bulletin, which is normally coordinated with DIA and INR by CIA, except when shortage of time precludes coordination of "last minute" items which CIA considers of such moment as to warrant inclusion in the Bulletin.) 2. It is recommended that the President's Board explore with the D I and the Directors of INR and DIA the desirability and feasibility of establishing within the intelligence com- munity the following policy requirements with respect to the publication and dissemination to other agencies of current intelligence items, including current intelligence assessments:' (1) all such current intelligence issuances shall be coordinated with other appropriate agencies of the intelligence community prior to their dissemination by the preparing agency, with a notation in the finished product as to the identities of the agencies consulted; and (2) if emergency situations or other reasons preclude such advance coordination, the dis- seminated item should clearly reflect that fact. Long-Range Intelligence Assessments: 3. In the field of long-range intelligence assessments, particularly National Intelligence Estimates (NIEs), and Special National Intelligence Estimates (SNIEs), it has long been the practice of the intelligence community to look to the staff of CIA's Office of National Estimates (ONE) and to the staff of CIA's Board of National Estimates (BNE).for the preparation of the initial draft of such long-range estimates.. To assure better utilization of such expertise, it would appear c.esira.ble that the initial drafting of the varied and. .ignificant segments of such :long-range estimates should be divided among the components (.-f State, Defense and CIA having such special expertise. While a hard and fast rule cannot in every instance be applied for the designation of the drafting agency, it would appear, genera:l.ly speaking, that the following ground rules should apply: a. The Department of State should prepare the initial drafts of those segments of a long-range estimate which are concerned primarily'with political or sociological matters, or with economic develop- ments in countries outside the Sino-Soviet Bloc. b. The Department of Defense should prepare the initial drafts of those segments of a long-range estimate which are concerned primarily with military matters, including military capabilities, military systems, force structures and orders of battle. c. The Central Intelligence Agency should prepare the initial drafts of those segments of a lon -range estimate which are concerned primarily with (1) economic developments in the Sino-Soviet Bloc, or (2) other matters which are assigned to the CIA as a service of common concern to the entire intelligence community. d. Once these initial drafts on segments of long-range estimates have been prepared, responsibility for assembling them into an integrated estimate for final USIB consideration should continue to be assigned to the Central Intelligence Agency as a service of common concern to the entire intelligence community. 4. It is recommended that the President's Board explore with the DTI and the Directors of INR and DIA the desirability and feasibility of modifying procedures for the preparation of long-range intelligence estimates along the lines suggested above.
