SUBJECT: IHC Monthly Activities - April 1984
April IHC Meeting
The IHC held its monthly meeting on 20 April 1984. The Committee
discussed and approved changes to the draft charters for the Technology
Subcommittee (TECHSUB) and the Technical Information Handling Subcommittee
(TINS). Also, of CIA briefed the IHC on BIOSTAR,
a prototype biographic storage and retrieval capability which utilizes optical
disc technology. As a result of the great interest generated by this
briefing, another has been scheduled for other IC personnel. The next IHC
meeting was scheduled for 25 May.
IC Computer Security Point Paper
Drawing upon the most recent Community findings on vulnerabilities of and
threats to the security of US IC computer systems, has worked
with various representatives in the Community to complete the COMPUSEC Threat
Point Paper, as prescribed in Issue 2 of the COMPUSEC Executive Steering
Group's most recent meeting. The intention of developing this Point Paper is
fourfold:

1. to serve the DCI, DUCT, and other NFIB members in discussions with
Congress, White House Staff, and other US Government officials;
2. to present, in summary form, the best data that we have characterizing
the threat and highlighting resulting vulnerabilities;
3. to highlight the need for security safeguards and actions that can
reduce the identified threat; and
4. to be in a form that allows for continual update and expansion.
"Critical Systems" Security Assessment
During April, COMPUSEC project teams performed'security reviews of two of
the "critical systems" identified by the COMPUSEC Steering Group. These
security reviews will provide an assessment of the security vulnerabilities
and risks associated with the operation of these systems and will include
specific recommendations and resource estimates for reducing any identified
risks. A report on the assessment of one system has been develoDe d and
another report on a second system is in draft form. has
coordinated the outline of the reports and the methodology to a used by the
COMPUSEC project teams in performing the assessments of the "critical
systems". Dr. Ruth Davis is performing the final review of all reports.
CIRS Project
Based on guidance provided by the IHC at its March off-site conference,
the CIRS Management Coordination Group is now meeting on a regular basis to
identify and address issues regarding the implementation of the CIRS plan. A
representative from the HUMINT Committee is a permanent observer to the CIRS
Management Coordination Group to coordinate the implementation of the DCI
approved STIC report. The CIRS Management Coordination Group addresses the
following areas:
o Identification of major tasks and the corresponding schedules for the
seven components involved in the implementation of the CIRS plan.
o Resource requirements for accomplishing these tasks within the
identified time period.
o Technical, policy, and procedural issues that must be resolved to
implement CIRS.
o Coordination with the CIRS Security Working Group to incorporate
security considerations in all CIRS planning and implementation
efforts.

CIRS Security Plan
The Draft CIRS Security Plan is in coordination with the IHC membership.
The Chairman and Vice Chairman met with NSA's IHC representative,
to review implementation problems involve in the present draft plan.
result, proposed changes are being drafted for review by the Committee.
IHC Staff Evaluation of CIRS Information Systems
of the IHC staff are participating in the
Eva uation of the roject. This project involves the development
and implementation of a common user language capability to permit COINS users
to access multiple systems and data bases using a single query language. Its
use as part of the DODIIS network is also under study. The evaluation is
designed to gather data on improvements which should be made to the current
developmental software in order to install this capability as a COINS network
service.' The IHC staff will also be evaluating the product in relation to the
Community Information Retrieval System (CIRS) plan's requirement for a common
user interface for CIRS. were granted
access to and completed training in the SAFE early caps i > ies and will be
evaluating SAFE in relation to CIRS plan requirements.
INR Information System Upgrade
On 1 May 1984, the Department of State completed the amendment of an
existing DOS contract with Planning Research Corporation (PRC), thereby
funding an INR Information Systems study to define INR's 1984-1995 ADP
requirements. Commencement is set for mid-May and should allow INR sufficient
time to program funds to start development and implementation of a major
improvement of INR's information system support in FY 86. Biweekly project
management meetings are planned; ICS/IHC will participate in this forum.
Video Disc Maps
Executive Secretary, IHC, provided a detailed critique
on e e ense Mapping Agency's draft request for proposal (RFP) to provide
video disc based mapping to the NSC. This is the culmination of effort by the
IHC staff to incorporate overall Intelligence Community (IC) requirements with
those of NSC. The object is to produce maps on video discs which would be
transportable and usable by other IC organizations
FBI Intelligence Reporting Format
The Federal Bureau of Investigation held its second meeting with IHC
representatives to convert its present reporting format to the standard
Community intelligence reporting format. The results were very productive in
that all technical problems associated with this.conversion had been
resolved. Implementation dates are as yet undetermined.

DIA ADP Base Review
~ttended DIA's ADP base review with
ICS/PBS. The major topics of discussions were the fo`n owing:

o SAFE - DIA representatives noted that the Consolidated SAFE Project
Office (CSPO) would continue until circa 1987, at which time there
may be no need for the CSPO. DIA acknowledged the support it was
receiving from CIA in this joint effort and noted that DIA's early
capability could not have been reached this soon without CIA's help.
o DCI Guidance on Disestablishment of Imagery Comments - GDIP
representatives were reminded of the DCI's guidance in this area and
were requested to take appropriate actions to insure that an
assessment which included resource implications is provided to D/ICS
by 1 July 1984 in accordance with DCI guidance.
o Computer Security - DIA representatives noted that this is an
unranked item in the GDIP and requested further guidance in this
area.
o CIRS - The GDIP staff requested an upda ng on CIRS to be
provided during the week of 7 May 1984.
Serial Publications Working Group (SPWG)
IHC has established a new working group to determine the best manner in
which to implement a Community-wide standard for serialized intelligence
publication titles to facilitate interchange of information among the IC.
This group is chaired by Dr. James Canfield of the US Air Force's Foreign
Technology Division (FTD) who originally sought IHC guidance on adopting such
a standard. The IHC referred the matter to the Data Standards Panel which
recommended the use of the International Standard Serial Number (ISSN). It is
the implementation of this standard with which the SPWG is tasked.
DITFOR
The Chairman and Executive Secretary of the IHC attended the Defense
Intelligence Technical Forum (DITFOR) at NSA on 3-4 April 1984. The forum
focused on the technical capabilities of intelligence collection, production
and dissemination, with emphasis on support, or lack the reof, to the field
elements where the intelligence is most needed.
