I assume that by simulation the author of this proposal means what some of us would call gaming, war gaming or an operational analysis exercise. 2. As our requirements paper indicated the next two years are critical from an intelligence standpoint and operational use of the system should not be delayed for theoretical exercises such as this. It seems clear to me that the intelligence ccxemunity has had a great deal more experience with the use of photography in answering intelligence questions than the author of the proposal is aware of and a group such as he proposes is not likely to learn what we already know through such an exercise. Furthermore, FLINT is of sufficiently low priority as to downgrade the values and economies that the author contemplates in this field. 3. If, in spite of these and other possible objections a simulation exercise Is conducted, I feel very strongly that CIA and other members of the intelligence city should be included as active participants. If there is not adequate intelligence representation I would expect the exercise to be an even bigger W. A.
