. With the receipt of th. attached memorandum from the
Department of State (Annex A), all of the IAC agencies have now
concurred in the proposal by S-DMICC with respect to broadening the
present distribution of National Intelligence Estimates
(Memorandum to IAC, 6 May 1957).
2. You will note that the State Department's concurrence is
based on an understanding set forth in the memorandum hick was
derived from explanations provided by certain S-DMICC members
as a result of discussions with representatives of the Department
of State. However, we are advised that, inasmuch as this memorandum
is being circulated to the members for their information the State
Department will not ask that its substance also be incorporated in
the formal reply to /5-mace.

subitantlally in the form of the attached draft (Annex B), unless a
member advises the IAC Secretariat of his objection prior to close
of business Friday, 28 June.
