I&S, today handed me a memorandum dated 13 February from Chief, FarE~stern Division, regarding a security violation by a member of the House Appropriations Committee STATINTL staff at a cocktail party on 3 December 1951. 2. In compliance with the instructions of DD/A that I request Col. Baird to speak with Chairman Ramspeck, of the Civil Service Commission regarding CIA exemption from the Performance Rating Act of 1950, Col. Baird informs me that he is reluctant to utilize his contact for such a pur- pose. He is taking Mxxx ixxkcvc scxbix Wolf's directive to mean that he can make contact through his appropriate representative, in this case the assurances of Mr. Winslow to Legislative Counsel. 3. Mr. Dulles and I attended a meeting at the House Foreign Affairs Committee to support Mr. Harriman on certain phases of the Kersten amend- ment. Due to the length of Mr. Harriman's testimony on the Lisbon Con- ference, the meeting was postponed until 10:30, 6 March. STATINTL 4. Mr. Robert Morris, Counsel for the Internal Security Subcommittee of the Senate Judiciary Committee, informed me that he was not at liberty to release a copy of the Chairman's letter to Mr. H in th I affair, and that such permission would have to be received from the Chairman per- sonally.
