Approved For Release 2007/10/23: CIA-RDP88B00553R000100140025-6 i Introductory Notes for BOB Presentation The mission of the Office of Research and Development is to support and enhance the intelligence capability of the Agency by the prosecution of all appropriate basic and applied research and development, and in that connection let me state that the great majority of such R&D is applied; that is, it is problem oriented. So-called basic or fundamental research occurs only when long-range planning indicates a deficiency of knowledge in a particularly significant area which must be solved. L v-7?6 KF_-T S +kA The programs you will see and -4 g~otx ire d ~ reading on are responsive in general to a variety of requirements. These requirements are generated by other offices of the D:D/S&T, by other organizational elements of the Agency such as TSD, Office of Security, Office of Communications, Medical Staff, and so forth. In addition, there are established requirements for information on missiles, atomic energy, BW and CW, etc., which are well documented in numerous Agency publications. And last but not least, is a continuing analysis within DD/S&T and ORD of specific problems and problem areas and ideas that may effectively and efficiently contribute solutions to intelligence collection problems. Caan p gs/s Trv/' Because of our proximity to and ease of communication with other offices in the Agency, the procedure for operation and programming of R&D is rather efficient and on a continuous basis. it% Furthermore, coordination with the Agency can be made rapidly so that the progress and effectiveness of the R&D is not slowed by transit time for communication. In addition to the formal mechanisms of coordination and review Scientific Advisory Board and the Programs Staff of the DD/ S& T, we also operate several more informal panels dealing with audio countermeasures and DD/P requirements. In addition, we are such as the Research & Development Review Board, continually in close contact with ARPA, ACDA., ONR, NIH, AEC, DIA, DOD, NASA, NSA, NBS, NORAD, and many others. We also have several joint programs with such agencies, for RE- SO-V;t c c- s During the past year, which was essentially the first complete fiscal year of operations, efforts were continued in recruitment of highly qualified scientific and technical personnel. As of now, the technical staff consists of PhDs, =Masters' degrees, and = Bachelors' degrees, and before the end of this fiscal year we expect to reach our interim ceiling of personnel, which is =sh.ort of the initial planning for the Office. Among these are a complete review of the fundamental problems occurring in satellite recon- naissance and in improving and validating the polygraph. We also provided some of the initial detailed scientific evaluation of the oncept. We also developed the basic program, about which you will hear more. Its initial research in IR cameras appears now to be coming into the real pay-off region. There are many others, and I will shortly discuss a few of them with you in more detail. parametric concepts of the feasibility of the A summary of our plan for this afternoon is to present a fiscal summary of the Office to briefly refresh your memory and then to proceed to the functional breakdowns of the Office; next, to present a systems analysis approach to collection systems, which gives a little bit different perspective of the functional organization of research and development as contrasted to the normal plumbing diagram. Following this, we would like to give you a thumbnail discussion of several programs in the Physical and Life Sciences which are pertinent and topical.
