MEMORANDUM OF AGREEMENT
SUBJECT: Handling of Intelligence Related to US
Reassessment of Soviet Ground Forces
At a meeting of CIA, DIA, State, NSA, and Army
representatives on 4 April, called to discuss the
request of the Secretary of State for a review of
intelligence communit rocedures for handling
intelligence contacts H I
concerning the reassessment now in progress,
the fo lowing was agreed:
1. For the time being, any further intelligence
issuances by the joint CIA-DIA study group on Soviet
ground forces would a) be accompanied by a caveat
statement alerting the reader to the sensitivity of
the subject and to the need to avoid unauthorized
disclosure to representatives of foreign government
and b) be disseminated to recipients by name. In
addition, any intelligence documents incorporating
information and judgments drawn from Joint Study
publications would be similarly handled.
2. Each USIB component represented at the
meeting will instruct its appropriate overseas and
headquarters liaison personnel along the following
lines:

statement made
that the US is curren uc ing
comprehensive review of Warsaw P ground
forces, that this review is no finished,
and that revisions in present'estimates may be
required when the study is completed. Responses
.to inquiries seeking further information on
methodology, sources, and preliminary. findings
of the US review should not go beyond the state-
ment summarized above without reference to
Washington for further instructions."

3. When the Memorandum to Holders of NIE 11-14-67
is ready to go to USIB for approval, we will review the
question of recommending a) the release of a sanitized
version of the Memorandum to Holders
of NIE 11-14-67, and b)
briefing -- on an all-source basis --
on the methodology and findings of the Joint
Study in conjunction with the release of the Memorandum
to Holders.
