Mr. Johnson, of PSB, called to state that PSB Director Allen planned to talk to DCI regarding Mr. Berger, Special Assistant to Mutual Security Director Harriman. PSB feels that Mr. Berger's continuation on their panels as the MSA representative is intolerable in view not only of his security breaches but also the manner in which he had conducted himself. At Mr. Johnson's request I discussed with Mr. Crawford, Chief Clerk of the House Foreign Affairs Committee, the detailed preparation of the Committee staff memorandum entitled "Manpower Provisions of Mutual Security Act of 1951", and find that it was based on a written memorandum of Mr. Berger, from which classified material had presumably been deleted by him. The initial print, however, included certain of the classified information and was completely destroyed. The print which was distributed still contained certain classified information, as indicated in previous entries, and is considered by PSB to be a serious security breach. Mr. Crawford indicated that his suggestion had been the immediate recall of this issue but Berger had not been willing to agree to that and desired to rewrite it.
