The cells retain 70% of collections and send the remaining 30% to the Central Committee. b. Alinaar_csatrj,== fixed sums of money are paid periodically by thoae persons classified as sympathizers, who indicate the amounts which they guarantee to pay. Collections from sympathizers are made confidentially active members. In areas where there is no Party organization, contributions are collected by mail or by a Party me ber who makes periodic trips through the region. 00 aputaLlqat?j=i2ato Contributions to cover the expenses of special campaigns may be collected from any individual, regardless of hi a political affiliation. These funds are used to cover unusual expenses, such as costs of printing or tripe of delegates to foreign countries. d. Atiga.Atlii,ezatiu. Profits from the sale of Communist literature printed in a foreign country vary. There is no regular delivery of this literature, but the main aim of the PDP is to establish a sane of introducing propaganda into Panama which can be used at any time when it is necessary to conduct an extensive propaganda campaign. At present the PDP operates the Sastreria Popular at Number 8, 12th of October Street, Panama City. This tailor shop is registered under the name of Domingo Barris., secretary-general of the Federaolon Sindical de Trabajadores de la Republica de Panama (FSTRP, &indica' Feder tion of Panamanianljorkers), and membel of PDP Cell No. 5 in Pa f. E*145 from. InalaentalAdiAlIltit. Raffles, dances, and picnics are sometimes-held-to-finance-special projects. g. The Party plans to establish an agency in Panama for the Soviet films distributed through Argentina. This project has been delayed by a lack of initial capital and inability to locate an individual who has commercial contacts a*. is not known as a Communist. Some thought has also been given to the possibility sf sending a Party member to Europa to establish a market for Panamanian products and to secure agencies from European commercial houses. 2.
