These two sets have been unable to
establish communication with MIDWAY
for lack of trained operators.
Three other sets are waiting to be placed out
whenever operators can be fc-and.
The sut!silssful operation and extension of this
infant ObiliiL of communications depends entirely upon a
trat=;24 instructor available to travel from one station to
another. The W. T. transmitters are delicate inst ?ents
Whil&_cannot be worked by an amateur. It is remarkable
that Tunis and Casablanca have been able to establish
regular communication without technical help. They were
fortunate in finding trained telegraphers, but the real
credit is due to Mr. Doolittle and Mr Springs in Tunis
and to Vice-Consular Reid in Casablanw. Who solved the
to-Chace' and eodkig problems by their own resourcefulness.
TOis as transmitted valuable intelligence to Malta regard-
ing the departure and course of ships carrying war materials
to the Axis in Libya. Casablanca similarly has transmitted
to MIMI and thence to Gibraltar spot news about Fremdh
naval, merchant Ship and airplane movements of immediate
interest to operations. The extension of this vital service
mUst Omit the arrival of an ioxpert instructor after which

(b) They have shipped in all 4000 tone of gasoline of which
50% was aviation gat. Part came from Algeria in tank cars and
part from Soutrpel Arba, Tunisia. Also about 4,800 liters of
castor or lubricating oil went through in drums.
The Souk el Arba gas went by?motor tank trucks.
Another 1500 tons of gasoline left on six sailing *hips
(Italian ) (see Tunis Consulate telegram February 17, No. 27
to Washington Algiers rush) for Djerba and then to Tripoli.
(o) The German Armistice Commission has taken and despatched
the following guns from the Armistice Arsenal and eent them
to Libya:

In conclusion I believe from what I can gather here, that
if lertain unpleasant accidents were to occur, those whose
sentiments are with us would be pleased and encouraged as many
have wondered why nothing has been done before. Those who
are against us are against us anyway. But it would uncoubtedly
have a very salutc-7 effect on laborers, dock workers, etc.

IV - (a)The most 7ulnerable point of the docks in Tunis is
the canal. It is only about 21 meters wide and connects the
port of La Goulette at the entrance with the Port of Tunis
itself. All the cranes, railroad sidings and large piers are
in the port of Tunis, so that if a ship were sunk in this canal
and the canal itself destroyed, Tunis would be useless as a
large-sized port and rail connection, and the Port of Tunis
would be praJtically useless except for such stuff as could be
unloaded under ideal weather conditions at the entrance in
La Goulette.
(b) Road blocking4
;Wu coast road. There are no cliffs, bridges or via-
ducts along this road which, if blown up, would block it for more
than 24 hours. At Sousse this road branches and there is an
inland road pausing through El Diem. The coastal road passes
through MOnastir tideldir, both roads come into Sfax* The cliffs
alight be blown up on the coast road but there would still be the
IOW route. From Sfftx to Gabes is a coast road with no import-
ant possible )%ottlenecks. There is another inland road from
Tobriss4, Feriana, Gafsa to Gabes. This Is a new military road
and possible bottlenecks have been avoided. In view of this,
any tampering with road traffic would have to be done by destroy-
ing trucks or loads en route.
