Dear ()moral Donovan:
This letter should have been written long ago, but
has been delayed because of pressure of more irmediate work.
It is by way of being a bouquet of orchids for Captain
Duncan Les.
Captain Lee and I had the misfortune of having to
bail out of a crippled airplane on August second over the
mountains on the Burma-India border. Captain Lee's conduct
throughout this crisis and during the several weeks which
followed, While we were in the jungle and making our way out,
was entirely exemplary. Although this was Captain Lee's first
venture into the field, he showed a maturity of judgment, a
sense of responsibility and a willingness to take the
initiative Whenever necessary.
He was appointed Commandant of our small camp, and
performed his duti6s efficiently and cheerfully. On the
march out to civilisation Captain Les was of inestimable value
in *sainting Colonel Plickengerp Who headed our party, in
Organization and administration of camps and other details of
the march.
In short, I wish to compliment 0.3.8. on its good
fortune in having on its staff an officer of proved superior
qualities.

swum Request for my Participation in the US Strategic Bombing Survey.
The Washington Office of the US Strategic Bombing Survey (Wiss Blake,
War Departwent, Extension 71210) called me yesterday to inform me that they
had received a oable from London asking whether I would be able to assist
them in their survey. A paraphrase of the cable reads as follows:
"Contact OSS to release Walter Levy and assist for not more than one
month at advanced headquarters in capacity of full-time consultant
boginningimmediately for the Ministry Group. At this critical time
his extensive background can be brought to bear on date. procured,
which are required by OSS, FRA, and the Survey and which should put
the work on a sounder basis. His assistance is required to advise
on interpretation of production records of captured industry and to
establish methods of interrogation."
As arranged with you, I suggest that I will discuss this matter with
Bob Russell when I am in London. I am doubtful whether I can fit in the
work for the Survey with my responsibilities as the FEA representative in
the Anglo-American world program discussions on petroleum. In any case,
the final decision will probably be up to our London-OSS Office.
I suggest that a copy of this memorandum be aent to Mr. Cheston.

1. We would like to have the services of this man for
use in Major Little' North Pacific Plan.
2. Lt. Lee is American by birth but is the son of a
British father and an American mother. He joined the British
Navy as an ordinary seaman prior to our entry into the war
and has come up through the ranks to a full lieutenancy.
3. He is at present standing by awaiting the completion
in this Country of a new destroyer to which :Ds has been
assigned.
4. He has been interviewed by Major Little, David Winton
and I, and is an excellent man for iviork on the Worth Pacific
Plan.
5. Lt. Lee has often been in actual command of !I destroy-
ix. His is an expert navigator and, beginning it as a hobby in
this Country, has attained the third uogree of Judo and WRS a
member of the Black Bel society. While he has never been in
the Far East, he has instructed Japanese in the art of Judo in
this Country and F:nows now to heindle them at all times.
6. Lt. Lee would be useful in training Japanese per onnel
for tn., North Pacific Plan and at tat completion of training
would be the best men we have yet discovered to take command
of one of the vessels, both from the standpoint of his abilities
at seamanship and his mastery of an important phase of Japanese
life.
7. I have prepared for your signature a memorandum to
Captain Davis, approving the request for the loan of Lt. Lee
to OBS which Captain Davis would like to have before he proceeds.
It is my understanding that Captain Dav4s y feel that Lt. Lee
does not have enough qualifications to wr. t our requesting
his loan from the British but we have di s aim here in VO
and feel that he is exactly the type of an N't can be used in
many of OUT Far Nast4 plans.

Lieutenant Derck A. Lee, has
reported for duty with the Office of Strategic
Services, and we have had preliminary conversations
with him with rtforence to his duties for us. As
a result of those conversations, it has become
apparent that the duties wt.,:ch we contemplate for
Lieutenant Lee may be better performed if he is pro-
moted to the rank of Lieutenant Commander. He will
be required to assoolate and work with high ranking
officers of the Allied Services on matters of a
confidential nature.
I therefore have the honor to submit to
you my request and recommendation thnt Lieutenant
Lee be granted promotion to the rank of Lieutenant
Commander. Your early attention to this request
will be of aid to us, since the plans ilhteh vi have
for Lieutenant Lee are moving forward rapidly,
I understand that he is due for promotion
uneer your accelerated promotion for Royal *aval
Volunteer Reserve officers, having attained the ago
of 10 and having served over two years in destroyers

1. In connection with the requested promotion for Lt.

equivalent rate of pay which he would receive were he In the
Vatted States Navy. Such payments, of course, should be made

3. In view of the low rate of pay of British Naval Officers,

A query from Ceylon has brought to my notice
that Lieutenant Commander D.A. Lee, R.N.V.R., is at
present on duty in that area. I note that records of
correspondence between yourself and Vice Admiral French
in December, 1943, show that this officer was attached
to the Office of Strategic Services from 4th January,
1944, for a period of 6-.12 months; since that date, this
office has had no information of his movements.
In order that certain administrative matters
may be settled in the light of this information of his
nresent whereabouts, I should be grateful if you would
inform me whether Lieutenant Commander Lee is still em-

recommend strongly that we interview for a possible
job in the Secretariat (or elsewhere in the Direc-
tor's Office) Philip Levy who has beer Senator
Wagner's Executive Officer, Legislative Counsel,
etc. for the last yenra. Buford that, Levy vine
Chief Litigation Attorney with the NLRB and Bowden
tells me he drafted most of the NLRA. He is an
honours graduate or Columbia Law School and also
attended N.Y.U.

I want to tell you how much my wife and I were tluehed
and comforted to be met by Colonel Goodfellow and Lt. Comdr.
Strawbridge upon our arrival in Boston.
have had the great honor and pleasure to serve in your
Serviee under Colonel Eddy fcr whom I have a respectful
affeotion.
I know that I owe to you my coming to the United States
to be fitted for a walking appliance, and for that I want to
express my most sincere and profound gratitude.
I am admirably cared for at the Naval Hospital at Phila-
delphia. The kindness and competence or American doctors
have atrengthoned my conviction that some day I shall be able
to walk again.
I want also to tell you of the very kind attentions of
all the American officers of your Command in Algiers; they

As a courteous gesture I made inquiry of the
Naval Liaison with the Trench Naval amnion conoerning
Commandant l'Horminier, tolling them that I was making
inquiry for General Donovan. I was advised that Commandant
10Herminior is improving, that he is oomforteble and being
fitted for artificial limbs. It apparently will be come
tim? before he will be able to leave the Naval Hoopital
in Philadelphia.

English is not good enough to express all the feeling which
your kindness has mated in me.
The roses are splendid, and their color is so well chosen
for our "birthday".
We were very much touched, my wife and 1p that you should
remember the 27th, whish is to us so dramatic and tender a date.
Separated from our family and without any news of them, you
have been like a family to us with your kind thoughts.
Besides, all those in 038 consider themselves members of
the same family, and I have had so many proofs that they consider
me an adopted child, that / am both pleased and proud.
My condition improves every day, and ths wounds will be
healed before the week is up.
We will then start on physiotherapy to give the joints some

SUBJECT: konandant Jean l'Herminier
Lt. Commander Lemaire of the French Naval Mission tele-
phoned thin morning to report to us concerning the condition of
Commandant l'Herminier who is now undergoing treatment at the Naval
Hospital in Philadelphia. Commander Lemaire atated that until about
two weeks ago the Commandant's stumps wore infooted, but that ponlotllim
had been administered with the reoult that infection and pain have dis-
appeared. The authorities at the Navel Hoopital hemo ntatt!..ei that it
had been necessary to amputate the legs so high that no artiftetal limbs
can be applied. They are, however, going to be able to provide him with
a means of conveyance which is hard-propelled. It is hoped that the
Commandant may be able to try thio new oontraption in about a month, In
the meantime, Commander Lemelre assures us that the Cormandantin spirits

Commander Thacher of the Naval Liaison with the
French Naval Mission advised us yesterday that while
Comandant l'Hermier is improving, it will probably be
necessary for him to remain at the Naval Hospital in
Philadelphia for seven or eight months longer. He will
have to have a slight operation and further treatment of
the limbs. It Is hoped that before long he will be able
to uae a specially-constructed wheel chair and, although
it is not definite, that he will be eventua14 equipped
with artificial limbs.

urgent request for help. We have found that the only reason for this type
of oonfesion is that the people involved, although past masters in their
own work, aro not familiar with reproduction problems - especially when it
ocnest*e field work. The more we know about the problems in the field, the
more usefull we can be in answering them.
In connection with the 068 Oxford Photographic Laboratory, our
Washington photographic laboratories have the job of enlarging and printing
all the photographa filmed at Word, which amounts to many thousands of
prints a month. Thin work is in connection with the Pictorial Records
Project and is of high importance to the war effort. The Oxford laboratory
has excellent equipment and about (debt employees, and yet it seems to me,
there seems to be some bottleneck somewhere in getting the work to us. I
think it very important, for our aako, as well as R til A's, to investigate
this situation.
It is therefore requested that I be given permission to go to London
as soon as possible to get all the above matters olearad up before the big
push, when overything will be ehaotio and when operations should be in full
swing, and not bogged down.

It is requested that authorisation be given for as to go to the
London Offioe and help expedite the setting-up of the Reproduction Division
there, to get first hand information on the needs and problems for field
reproduction work in ITO, and to inspect the Oxford Photographic Prqect
whioh is very olosely tied up with our operations in the Reproduction Branch
in Washington.
The matter of selestion of the proper alpaca, utilities, the ?holm) of
equtpment and its layout will be more ropitition of what I was faced with in
setting up the 0-2 Reproduction Section and the 0$8 Reproduotion plant.
Little matters like dampness, warehouse space, overloading drains, different
electrical current characteristics, warm water can OAU40 headaohes later on
that might lead to breakdown of operations when same are critically needed.
From my conception of the work involved in London, no time will be allowed
for experimenting or breakdowns; the plant will have to be set-up fast and
set-up right.
In the matter of field reproduction problems, we have been keenly
interested And have worked hard to answer the needs of the field. We hove
developed over a dosen ittms and processoo for use of the field, the more
important of 'which aro the X Press and the spy,camora. We have sot-up *
Training Section in this Branch with a staff of four teohnicians whose duties
are to train outgoing personnel, mostly Agents, in the use of cameras and
the various duplicating processes, test all new devices, and do roaearch work
on various field problems. The London off toe undoubtedly will have to set up
a similar program As W. will be sending X Presses, spy cameras, and portable
photostats and other gadgets in rather largo quantities to RTO.
On the other hand, we need first hand information In the needs and
problems overseas in order to cope with the situation. Presently we are
operating in the dark. get All sorts of reports and don't know quite
which one is right, As Wilt of them diffor. One rather high ran!: offioer
told me as far as him theatre was concerned, we wore not to worry A bit -
