1. Pursuant to verbal instruotIons of Colonel Glavta partied 'b.***
by Lt. Col. Rosen the following report is made on the aotilities of th*
Goff agent chain, and of the offieers oonneeted therewith.
2. Thie report covers the period from midejuLy 1944 Mo date* said
period being that during whieh 1 have been In oommand of the Company.
Information on the ehain prior to the above period ts from stattmont*
made to mo from tzle to time and should be verified by actual rtAtelsoute
of the subject officers before being taker? AS feet.
3. From statements mad* from time to time by Lts. Gonr and Lee-
sowaki and by Major Caginti the approximate history of the ica"1* ehalA
is about as follows. Shortly after the Salerna/Paeettzmielandinge in-
September 1943 it became apparent that ¢s were needed In Rome, and
sundry attempts were made to establish such agents. As the staltmate
at Cassino became intensified varic..as offieers of OSS as well as BritIsit
agencies tried to contact the Communist Party represeutativea La Naipiel,
to secure their help, it being knowu that this party had a good under-
ground to the North. Much confusion resulted from the duplioatlam ef
efforts by different branches, and personnel all trying to make the
above mentioned contact. Lt. Goff is final.ly selected As the 083
officer to establish a contact, his selection being doomed suitablio al
aceount of his service in the Spanish Revolution. Be made th* ?outset.
Subsequently it is reported that an agreement was rediehOd by Capt.
Paoatte with the Communist Party under which the Communist Party agreed
to furnish personnel and Safe houses to be used by OSS for it inter.'
ligence and operational purposes and, in return, OSS was to allow suoh
agent personnel, from time to time, to keep the Communist Part isictiristod
