There are truck roads in that area. One of the most attractive features of the plan, to my mind, is that it would give us a chance to survey that route and to get good reports on a prt of the world that was formerly very important and will, with it's natural resources, undoubtedly play an important role in the future. My plan is to have young Ravenholt and one or two other men take one ton of materials across as a test trip. I will be given an assign- ment to make a "Radio recnnaissance" of various areas and to make recommendations for these areas. Dr. .digh has indicated they are interested, in addition to India and the Far East in general, in Turkey and Iran. In fact, they want Inc to make a report on Teheran as soon as possible. I have drummed up considerable interest in Asmara; as you know, I have been trying to sell someone on Asmara for almost a year. They have also indicated intense interest in Stockholm. Dr. Leigh says they suggested to the British (BBC) that a monitoring setup be established there; The British, Dr. Leigh said, thought it a "splendid idea. Why don't the Americans do it." I believe both the FCC and the British are handicapped by finances and manpower. One reason that Dr. Leigh is pleased with my appointment is the fact that there is no budgetary considerations. I am certain that if we proceed cRutiously we can obtain FCC cover for almost any number of people, in almost any area in the world. I am going to spend part of next week in the FCC office to see just what they are doing in the foreign field, and just what they want. They are anxious for me to spend at least two days in their main monitoring station, which has just been moved to San Francisco, from Portland Oregon. This will be invaluable to us in selecting personnel for FCC cover. At the end of next wuek I will go to San Francisco and spend the weekend there. Upon my return I will be able to report what kind of personnel will be required, as well as a brief report on just what the FCC is doing. As soon as possible, after next week, I will return to the Far East. I will make a good survey in India and Afghanistan. I will continue on into Teheran (only two days from India) and make a survey of what is available there. If you wish, I can run up to Istanbul and see what we can do there. my last survey will be made at Asmara, where I should spend a fortnight. I should be able to make such a survey in three or four months, at the most. Naturally, at the same time, I will be going ahead with our own efforts in India and Afghanistan, where we are urgently in need of a considerable number of men. In the meantime, I would suggest that no efforts be made to get further FCC cover except in the case of Stockholm. A good man should be secured for that spot; a man with a good background of commercial communication experience. I will talk to Colonel Lowman about such a man. I think Mr. Oechsner should get up a compact, brief questionnaire on what he would like me to look for, from a standpoint of MO. Up to that time no official orders had been given him to return. We then arranged air priority for him from India to Washington, When Lusey arrived in Washington he turned over to Colonel Donovan the secret inforwation arAi documents which he had obtained. He then reported to 1.. Sherviood and told, Mr. Sherwood that he would like to work lor OSS in China. Mr. Sherwood said that ho ould object strenuously. Mr. Lusey also stated to M. Sherwood that he saw no reason why he could not work fol. both agencieJ. When Lusey related to Colonel Donovan his talk with Sherwood, Colonel Donovan agreed that Lusey work for both agencies in Oina, but felt that for reasons of control, security, and proper relationships with the Army and Navy, it would be necessary for Lusey to be on the pay roll of OSS. Colonel Donovan is still willing to carry out this arrangement to the fullest and sees no reason why it cannot be done. In the meantime, I understand that Lusey has himself commenced action upon his formal transfer from On to OSS.
