Congress must closely scrutinize all the publication
activities of government, and it is equally apparent
that the behind-the-scenes conflicts between the
O.W.I. and the Office of Strategic Services must be
definitely and permanently settled so that we do not
have conflicts in the field of our psychological war-
fare. At the outset of 1943 we still had no agreed
policy or coordinated program for psychological war-
fare--we still had no completely unified effort,

the whole truth with respect to duplicated activities, the
manning of practicall* every agency or the government, aod the
useless employees that are carried on the pay rollm of tr_slte
agencies, and will offer constructive suggestions to rmmedy these!
conditions. There is no time to be lost. We can shorten the wear
by the fill utilization of all our man power and reduce OW'
casualties and cost. The Government cannot expect such, utiIi
zation of America ts manpower when it is itself the, chit r offender.
I know of no more imperative duty that Congress has now to,
perform than to take such actiod as may be necessary to.

application. It would equally forbid the use of public funds in the

allied operations tied together as one weapon under an ordar
signed by the President as Commander-in-Chief, there has been
obtained an Economy of Force, a vital principle in warfare. ,

COORDINATOR OF INFORMATION
Organisation of the Executive Office
In line with the discussions in which the
Committee has participated concerning the aotivitiee
of the Executive Branch, and in order that more effi-
cient operation may be established within the Execu-
tive Branch, there le submitted herewith for your con-
sideration a draft of an Administrative Order which
realigns the functions of the Executive Branch to In-
sure adequate and efficient administration. The basic
organizational structure of the Executive Branch xt
the present time is as follows:
1. An Executive Officer, who Is responsible
to the Coordinator for the over-all direc-
tion of the administrative functions of
the agency as a whole.
2. A Planning and Procedures Officer, as a
staff officer to the Executive Officer,
on organization and administrative plan-
ning and procedures.
3. A Budget and Finance Division, respon.-
sible to the Executive Officer for the
direction or financial, budgetory, and
administrative service operation functicIns.
4. A Personnel Divislon, responsible to Cho
Executive Officer for personnelb. management.
A Registry Office, responsible to the
Executive Officer for all communications
activities of the agency.
