The original order which we received from SO, signed by
Lt. Downey, Area Operations Officer% and Stoddard Hancock, AdmidOtrative
On August 25th we received a revised request to have Breed
shifted from sea to air. le obtained a No. 2 air prhority for Breed through
levy
which he can use as soon as JCS and OPD clear him for departure. Inci-
dentany when Breed was shined from Army transport to air, it became necessary
to obtain a passport for him which requires several days for issuance.

to apply for a commission in the Naval Reserve.

view to his coming to MO.
Mr. Brown is. very much interested, and I
think will come to us if he can get a release from

do here for which we feel Mr. Brown to be particularly,
if not uniquely, fitted. We quite understand the
importance of the work that Ur. Brown Is doing for

"The German Cultural Paranoid Trend"
Looking at woOd eve ta from the psychiatric point cf view is not
aa novel as Brickner seems to thlnk. There is a sizable literature on
psycho-analysis applied to cultural problems.
Brickner's paper is prepared with meticulous care and contains
seweral fine points. Our ooncera, however, is with his central thesis,
which may be briefly stated as follows: for at least a century 3erman
national conduct has been dominated by a combination of traits identical
with the behavior manifestations of a mental disorder technically known
as "paranoia". This particular combination of ideas, feelings, and
attitudes, therefore mut be recognized as a "paranoid trend" in German
culture.
This characterization interprets "German aggression" about which
viv know a good deal, by "paranoid aggression" about which we know very
little. It leads to the suggestion that we apply the psychiatric treatment
for paranoia to German aggression, but unfortunately we have no treatment
for paranoia, only custodial care. The paranoid mind, protected by
extreme distrust and suspiciousness, proves uniquely impervious to any
form of human influence, such as persuasion, hypnosis, analysis, or re-
education. In the light of our experience with the treatment of paranoia,
the outlook for treating German aggression by means, other than military,
would be dark indeed.
But it it all scientifically sound to consider Gorman aggresslon
a case of paranoid aggression? I am afraid not. Theories of this type
derive from Plato's brilliant (153covery that the State is comparable to
a giamt human being. However, the analogy between organisil and group-organism

The internal organIzation of the individual is fixed by anatomic
structure and differentiation. The organs or cells of his body cannot dec'de

install muscle cells as a new brain. The people of a country, however,
can do just that. If the government generates ideas detrimental to the

Compered with the rigidi.ey of the organism, the group-organism possesses
an astounding flexibility of internal organization. In consequence, its
adaptive capacities are vastly superior to those of the individual.
The individual and the country have different environments; the
former depends for cooperation on his environment (country) to a far greater
extent than does the country on its environment (other countries). Accordingly,
different rules govern the behavior of the individual, and the behavior of
the country. An individaal with delusional ideas of a personal nature Ls
inevitably in trouble. A people with "delusional" ideas of a national nature
may live in happiness.
Thus when applied te a country or culture, the term "paranoid"
loses all signifiant connotations. The proposition, German aggression ie
a ease If paranoid aggression, has little if any scientific meaning.
